A DEMAND TO 7th CENTRAL PAY COMMISSION (CPC) - CHILD CARE LEAVE(CCL) FOR MALE GOVERNMENT EMPLOYEES

We know that a lot of anomalies pending in front of National Anomaly Committee.Few of them were solved and remaining anomalies will be discussed in the next NAC meeting.Even though central govt announced 7th CPC.It is a amicable news for CG employees.This is the time to speak out the problems we faced in 6th CPC through social media and blogs.Child Care Leave is one of the important issue to male central government employees.  During important moments i.e the child's ill health , the child's important examination days the 6th pay commission has paved way for the mother to be by the childs sideby, the introduction of the plan known as CCL it has been whole heartedly welcomed by one and all .  Having borne in its mind that todays childcare the sculptors of tomorrows modern India, the central government has given this CCL which is a formidable concession. Of the couples who got to work to earn their living ,those of them who are both central govt employees are very few.   In certain families the husband will be a central govt employee while the wife may work in a private firm.  In some others the husband may work in a private firm while his spouse may work in a central govt institution

For instance let us keep in mind that the husband is a central govt employee and his wife works in a private institution the critend is that they would not reap the beneath of CCL as it as certained only to the female central govt employee.  We are all very well aware that the children need the warmth and care of both parents in equal measures.If it is so why then the central govt has not allotted CCL for their male employees.  During pregnancy time the female central govt employee are given maternity leave On similar basis the male employees are given paternity leave.This seems to be acceptable to a certain extent. But [to say frankly] the allotment of CCL only to the female central govt employee is not acceptable.

It is the same payment for same work for both the female and male employees in a central govt institution. Similarly the concessions given should be in common for both of them. If a female employee is given two years CCL the male employee also can be given nearly the same if not equal.  There are grounds on which a male central govt employee loses his wife or he diverse why hasn't the govt not taken in to consideration the condition of their children.Henceforth ccl should be given to the male central govt employees though certain conditions can be imposed. UIDAI site on Telugu coming soon…  

NEW DELHI: The Unique Identification Authority of India (UIDAI) launched its multi-lingual website to reach out to various sections of the society.  "The website, www.uidai.gov.in, will now appear in five regional languages: Bengali,Gujarati, Kannada, Marathi and Tamil in addition to Hindi and English," an official release said. UIDAI is planning to systematically add additional language microsites to facilitate ease of access to all sections of the society. The second phase of the launch will include microsites in Assamese, Malayalam, Oriya, Punjabi and Telugu. //the economictimes.Indiatimes.com 20th.09.13//

No plan to raise retirement age to 62 years: Government 
NEW DELHI: The government on Friday made it "very clear" that there is no plan to raise retirement age of Central government employees to 62 years from the existing 60.  "At present, there is no thinking in the government for increasing the retirement age. That I would like to make it very clear," minister of state for personnel V Narayanasamy told reporters during a press conference. There are about 50 lakh central government employees in various departments across the country.
Recent media reports had claimed that the ministry of personnel was working on a proposal to increase the age of service by two years as part of government's plan to defer payouts in the form of pensions and other payments to check fiscal deficit. It was also speculated that the move may be timed ahead of Lok Sabha elections due next year.  The retirement age for a majority of central government employees is 60 years. However, the age for retirement in case of teachers and scientists is 62 years. The age of superannuation varies in state governments with majority of them keeping it at 60 years.

Separate PIN code for Supreme Court launched

The step is expected to cut delivery time at least by half a day

The Department of Posts on Thursday launched a separate PIN code — 110201 — for the Supreme Court of India.   The function was presided over by Communication Minister Kapil Sibal and attended by Chief Justice of India P. Sathasivam.   According to Padmini Gopinath, Secretary, Posts, this is a new initiative of the department to allot customised PIN codes to a few bulk recipients of mail. This will help the court receive mail directly from the sorting office without the intervention of delivery post office. While this will cut the delivery time at least by half a day, it will also reduce the cost of operations for the department.  Mr. Sibal listed the various initiatives being taken by his Ministry to modernise the postal services. There was a proposal to introduce banking functions also which would help the rural people to get credit at a much cheaper rate than banks. 
Justice Sathasivam said separate PIN codes would soon be introduced for High Courts which would help in reducing the delivery time of the mails. Chief Post Master General, Delhi circle, Brig. Y.P.S. Mohan, gave a demonstration.

Due to Half yearly closing of  Bank accounts on 30.09.2013 the pay day is shifted to 28th.  And for administrative offices the pay day is 27th. Hence the D.A arrears for 3-months (July, Aug, Sept) expected to be paid in first week of October.

Ray Charles Honored on U.S. Postage Stamp  :

Born in Albany, GA, Ray Charles (1930-2004) was a popular singer-songwriter whose career spanned more than five decades.    When Charles lost his sight at the age of 7, he attended the Florida School for the Deaf and Blind. While there, he enrolled in the schools music program where he developed his gifted talents. When his mother passed away in 1946, he left the school at the age of 15 and began playing the piano with a variety of local bands. In 1947, he moved to Seattle, WA, where he fulfilled his dream of assembling a band of his own. He continued enthralling audiences with his engaging music until his passing in 2004.   The Ray Charles stamp is available now as a Forever stamp.
Govt announces 7th Pay Commission for central employees

New Delhi, Sep 25 (PTI) Ahead of elections, the government today announced constitution of the Seventh Pay Commission, which will go into the salaries, allowances and pensions of about 80 lakh of its employees and pensioners."Prime Minister Manmohan Singh approved the constitution of the 7th Pay Commission. Its recommendations are likely to be implemented with effect from January 1, 2016", Finance Minister P Chidambaram said in a statement.

Enhancement of ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from  Rs. 2500 to Rs. 3500/-same as regular deptl employees.


The Union Cabinet today approved the proposal of the Department of Posts to enhance the ceiling for calculation of ex-gratia bonus payable to Gramin Dak Sevaks from Rs. 2,500/- to Rs.3,500/- same as that prescribed for the regular departmental employees. The decision would be applicable with prospective effect that is from the accounting year 2012-13 payable in 2013-14. 

The increase in bonus calculation ceiling will restore the long established parity between regular departmental employees and Gramin Dak Sevaks on the issue of payment of bonus. This decision will benefit 2.63 lakh Gramin Dak Sevaks working in the Department of Posts, who play a very vital role in providing postal, financial and insurance services in the rural, hilly and tribal areas of the country. //pib news//

While observing the present situation bonus to Postal employees the Government has no proposal to waive the ceiling in salary and days of bonus due to large financial implication.

CHENNAI: Now that the telegram is dead, how should police personnel arresting suspects inform the arrest to the relatives or friends of the suspect, as is required by law? Can oral intimation through mobile phone substitute telegraphic message?   Settling these issues which concern the fundamental right to liberty of citizens, the Madras high court has said officers arresting a person should now make use of the e-post system. Pointing out that e-post had come into force from January 30, 2004, a division bench of Justice V Dhanapalan and Justice C T Selvam, in an order on Wednesday, said it's is a credible alternative to telegrams for intimation purposes. If information is to be passed on through mobile or landline phone, the state government must first invite BSNL authorities and device a mechanism to put in place an effective method of communication, including receipt of acknowledgement, the bench said.   The third alternative suggested by the bench was that the arrests be communicated through fax, from the police station where the arrests are made to the station nearest to the suspects' relatives or friends.   The bench was discussing the proper method to inform the arrest of suspects when two habeas corpus petitions filed on behalf of M Shanmugam, 51, and K Manjunath, 39, came up for hearing. Detained at the central prison in Salem, they said their arrest was unlawful because it had not been communicated to their family members. 

Denying any illegality in their detention, additional public prosecutor M Maharaja told the court that the arrests were communicated through mobile phone, as it was an effective and speedy way of communication available with the authorities.    The judges asked additional solicitor general of India P Wilson about the services available with the postal department for instant communication of emergency messages. After Wilson narrated the details of e-post services, and how it has been tied up with the National Informatics Centre (NIC) to make full use of the internet revolution, the judges said it was a worthy alternative to the now-defunct telegraphic service. 

Citing the Supreme Court verdict in the famed D K Basu case, which laid the pre-arrest formalities to be followed by police, the judges said intimation of arrest should be communicated to the relatives of the person concerned through legally recognised modes.  The Union Cabinet  approved the proposal to release an additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2013, in cash, at the rate of 10 per cent increase over the existing rate of 80 per cent.  
Hence, the Central Government employees as well as the pensioners are entitled for DA/DR at the rate of 90 per cent of the basic with effect from 01.07.2013. The increase is in accordance with the accepted formula based on the recommendations of the 6th Central Pay Commission. //PIB  release 20.09.13//

Get ready to sale new “RTI stamp”- Postal Dept. bring  soon.

RTI applicants will no longer have to wait to get their applications processed as the Department of Posts is all set to bring out an RTI stamp for sale soon and also set up special counters, according to a senior officer. “Under orders of the Central Information Commission, the Department will issue RTI stamps in the denomination of Rs 10. We will also introduce special counters to accept applications in all 1.5 lakh post offices across the country,” the officer speaking on condition of anonymity, told PTI.   Visitors will no longer have to wait at post offices or face problems in depositing RTI fees, photocopying charges as the CIC directions will be enforced, he said.
He said CIC had also asked Central Government departments to instruct all information officers to accept postal orders, demand drafts and banker’s cheques payable to accounts officers and not reject applications on ‘flimsy grounds’ such as every department incurs Rs 22 towards bank charges and commission to encash postal orders worth Rs 10.  He said post offices are gearing up to impart adequate training to staff for processing the applications.  Chief Information Commissioner Satyanandan Mishra had issued a series of directions on receipt of a complaint by an information seeker. After deliberating on the pros and cons, suitable orders have been issued to the postal services, he said.

Nina Davuluri participated in the contest as Miss New York. Nina Davuluri performed Bollywood dance in competition’s talent portion. Nina Davuluri is the younger daughter of NRI couple Davuluri Choudhary and Sheila Ranjani. Nina’s grand mother Koteswaramma (mother’s mom) is the director and correspondent of Montessori Mahila Kalasala in Vijayawada.

Rs 752 crore lying unclaimed with postal department : 


LUCKNOW: A huge balance of Rs 752.44 crore is lying unclaimed in different post offices in the country. The postal authorities have not taken any step to return the money to the legitimate claimants.  In response to an RTI query by activist Subhash Agrawal, the postal department said that the money is lying unclaimed in 2.49 crore accounts. The central information commisison, however, has now directed the postal authorities to reveal 100 largest amounts lying unclaimed out of the total 2 crore accounts.  The money can be withdrawn from these accounts through fraud and may not reach the natural claimant, said the activist. MACP on Hierarchy: Supreme Court dismissed the Govt. petitions against HC Decision. 

The Principal CAT [OA 904/2012 dt. 26-11-2012], Delhi and the Punjab & Haryana High Court [CWP No. 19387 of 2011 (O&M) Date of Decision: 19.10.2011] have held that MACP is to be granted on promotional hierarchy and not on next higher Grade Pay as per the 6th Pay Commission Recommendation.  The SLP filed by Union of India against the P&H decision was dismissed by the Supreme Court [CC 7467/2013].

Don't use currency notes for making garlands: RBI


MUMBAI: Making garlands of currency notes, a practice followed in Indian marriages and political rallies, has been sought to be discouraged by the Reserve Bank.  "The Reserve Bank of India has appealed to members of public not to use banknotes for making garlands, decorating pandals and places of worship or for showering on personalities in social events, etc," an RBI release said today. Such actions, it said, deface the banknotes and shorten their life.  "...banknotes should be respected as they are a symbol of the Sovereign and public should not misuse them, and help in increasing the life of banknotes," the RBI added. The Reserve Bank also stated that it has been taking all measures to supply clean banknotes across the country and urged the members of public to contribute their mite to its efforts in pursuing a "clean note policy" for the country.  In past too, the RBI had made a similar appeal. There is no specific provision under the Banking Regulation Act, 1949, or under RBI Act, 1934 to check or prevent such misuse of currency notes.

Early release of Productivity Linked Bonus to the Railwaymen –General Secretary (AIRF)-  All India Railwaymen’s Federation gave a letter to The Member staff, Railway Board, New delhi.

The contents in the letter:-

Durga Pooja is the biggest festival of the Eastern part of the country. Durga Puja and Festive Season are approaching very last, and every time we have seen eleventh hour trouble creating lots of frustration and chaos among the Railwaymen. There is rumour in the corridors that, this year Productivity Linked Bonus may be reduced inspite of untiring efforts made by the Railwaymen in increased productivity.  AIRF has achieved PLB for the Railwaymen after lots of struggles and sacrifices. In this connection, it is worth-mentoning that PLB is a bilateral agreement arrived at between the Organized Labour and Ministry of  Railways, any tinkering with PLB Formula or any deviation from the inputs will definitely create confrontation

Since AIRF is maintaining very good harmonious industrial relations over the Indian Railways, we hope, nothing will be done to harm the industrial peace.  As per our calculation, Railwaymen must get increased PLB for the year 2012-13 in comparison to last year, since productivity has increased. In case Railway Board think it, otherwise the matter may be discussed, but no means that payment of PLB should be delayed, which may cause serious industrial relation.  Please treat the matter as Most Urgent and arrange the payment of PLB as per formula, already decided.

Postmaster Grade-III & Grade- II  filling up Process:-  As per available information the  process of filling up the posts of  Postmasters Gr-II & III  will come in next dpc during January onwards.  Most of  PM Gr-I officials completed 2-years of  their probation period.  Some PM Gr-I officials have completed 6- years of service including LSG service  and eligible for Grade-II as per revised rules.
C.O- Hyderabad  news :- MPKBY (RD) AGENTS MEET :-  DPS (H.Q) Smt . Mariamma Thomas said that there will be meeting with MPKBY (RD) agents at Circle /  Regional / Divisional level to coup up the SB- Targets of the  circle.  Divisions started asking information of  Agents and their  contact numbers.  Agents are main source of  target achievers  especially in rural areas.  One of the reason  for slowing in SB new accounts is due to  cutting in incentives to the agents.

Reviewed the targets fixed and achieved from 04-2013 to till date. Stressed the need of  opening of new accounts.  And instructed when ever the customer closed one account at  P.O should asked to open new account called  “customer relation ship account”.  Reviewed the other BD products .  For money gram transactions HCR (Hyd city region) placed in second position. First is the Vijayawada region.  Regarding Postal life insurance all Development officers  (5) working at Seemandhra districts  ( united A.P agitation is going on at these 13 districts) called for to procure business under HCR for achieving targets.  Each P.O is given target for opening 100 accounts per month and H.Os for 200 new accounts per month. SSPOs of HCD, South East, Secunderabad divisions, ASPOs ® also attended.
