       CADRE RESTRUCTURING AGREEMENT SIGNED 

                 At last after several round of protracted negotiations with the administration, JCM Staff side, Departmental council ( NFPE & FNPO) has signed the cadre restructuring proposal. The staff side has tried to the best of its ability to make maximum improvement in the proposal. In spite of our hard bargaining we could not achieve 100 percent success. Our demand for separate higher pay scale for PO& RMS Accountants, Creation of separate cadre for System Administrators or grant of special pay/allowance, bringing MTS also under cadre restructuring etc is not accepted by the administration. Regarding Postmaster Cadre after much bargaining, it is agreed to examine our claim for higher pay scale after the present proposal is approved by the government.

                  As Govt has already appointed 7th CPC and the Pay Commission has already published the questionnaire, any further delay in completing the cadre restructuring will adversely affect the interest of Postal employees. We will take up the remaining issues, which are not agreed by the administration in the cadre restructuring committee with the 7thCPC in our memorandum and make one more effort to get a favourable recommendation.

                  Taking into consideration all the above aspects and also keeping in mind the larger interest of the employees, we have decided to sign the agreement

The Salient features of the agreement are as follows :
1. Number of LSG posts will increase from 8 % to 22 %
2. Number of HSG II  posts will increase from 2 % to 12 %
3. Number of HSG I  posts will increase from 1.5 % to 4 %
4. After completion of 2 years in HSG I the official will be promoted to 4800 GP (Non-functional Basis)
5. The above proposal will be applicable to RMS, Circle Office and SBCO in the same ratio
6. Postman/Mail guard will get the same ratio of promotion.

  The present proposal is to be approved by Postal Board, DoPT & Finance Ministry. We will make all out effort to get the proposal implemented at an early date.

25% Hike in Allowances - Dopt Orders on increase in certain allowances by further 25% Dearness Allowances w.e.f. 1.1.2014

OFFICE MEMORANDUM

Subject: Clarification on increase in certain allowances by further 25% as a result of enhancement of Dearness Allowances w.e.f. 1.1.2014
The undersigned is directed to refer to para 1(j) of this Department’s OM. No.12011/03/2008-Estt. (Allowance) dated 2.9.2008. This provides that the limits of Children Education Allowance would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. References are being received from various quarters with regard to the amount of Children Education Allowance admissible consequent upon enhancement of Dearness Allowance payable to Central Government employees @ 100% w.e.f. 1 January, 2014 announced vide Ministry of Finance, Department of Expenditure O.M. No.1/l/2014-E-1I (B) dated 27th March, 2014.
2. In accordance with the above, the following shall be the revised limits:

a) The annual ceiling limit for reimbursement of Children Education Allowance shall be Rs.18,000/- per child. Accordingly, the quarterly claim could be more than Rs.4500/- in one quarter. The Hostel Subsidy shall be Rs.4500/- per month per child;

b) The rates of Special Allowance for Child Care to women with disabilities stands revised to Rs. 1500/- per month; and

c) The annual ceiling for reimbursement of Children Education Allowance for disabled children of Government employees shall be treated as revised to Rs.36,000/- per annum per child and the rates of Hostel Subsidy for disabled children of Government employees shall be treated as revised to Rs.9000/- per child per month.

3. These revisions are applicable with effect from 1st January, 2014.

4. These revisions shall be subject to other terms and conditions mentioned in this Department’s O.M. No.12011/03/2008-Estt (Allowance) dated 2.9.2008, O.M. No.12011/04/2008 dated 11.9.2008 and 12011/07(i)12011-Estt.(AL) dated 21.2.2012.

Drawal  of   D.A arrears   to Gramin Dak Sevaks engaged as Substitute in   Postmen / Mail Guard  and  MTS (Gr-D) short term  vacancies:-  

As per memo no No.1-20/2008-PCC, Government of India, Ministry of Communications & IT,Department of Posts,Dak Bhavan, Sansad Marg, New Delhi – 110001, Dated: 27.03.2009  the GDS those who engaged in postmen/Mail guard/MTS short term vacancies ordered for payment of arrears  on consequent upon the implementation of  VI CPC.  But now some divisions/HOs  the enhanced  D.A (100% wef 01.01.2014)  arrears to GDS those who worked in these vacancies are not being paid (DA arrears from 01-2014 to 03-2014)  date for want of clarification etc.,  GDS those who engaged in Postmen/mail guard / MTS are eligible for drawal of  D.A arrears because it has  not been paid to their GDS post.

 Addition of   HOLIDAY in Sanchay Post in connection with General Elections – 2014. In connection with General Elections – 2014 going to be held in A.P on 30.04.2014 & 07.05.2014  the Holiday should be initialized in Sanchay post & Sub accounts modules.

ALLOCATION OF  STATE  EMPLOYEES :-


State Reorganization Acts were enacted in November 2000 for the purpose of reorganization of the then existing States of Uttar Pradesh, Madhya Pradesh and Bihar.  As a result, UP was bifurcated into UP & Uttarakhand, MP  became MP & Chhattisgarh and Bihar was reorganized into Bihar and Jharkhand. As per provisions of these three Acts, Central Government is vested with the authority for allocating services of personnel between the successor States in connection with the State Re-organisation. Other than the employees of All India Services, State Government employees of State Cadre, are allocated between the successor States by the State Re-organisation (SR) Division in the Department of Personnel & Training.
At present allocation of State Government employees between the successor States of Uttar Pradesh / Uttarakhand, Madhya Pradesh/ Chhattisgarh and Bihar/Jharkhand, is in progress.


The State Reorganisation (SR) Division in the Department of Personnel & Training is entrusted with the responsibility of allocation of the State Government employees of State cadre, who have all state transfer liability, other than All India Services, between the successor states in accordance with State Reorganisation Scheme. Employees serving in villages, tehsil, districts, divisions and regions - who are normally transferred within such areas and part of such territorial cadres and employees appointed for Projects or Undertakings, etc. are not covered by the scheme of State Reorganisation.  Allocation of All India services between the successor States are done by their cadre controlling authorities i.e M/O of personnel(AIS Division) for Indian Administrative Service (IAS), M/O Home Affairs for Indian Police service (IPS) and M/O Environment and Forests for Indian Forest Service (IFS).  They therefore, do not come under the SR Division..

The States of India were originally formed as a result of historical accidents and circumstances. After independence there has been a growing demand for reorganisation of the States on more rational basis, in the context of not only from financial, economic and administrative management of independent India but also due to the growing importance of regional languages. For the first time, the States Reorganisation Commission (SRC) was constituted in 1953 to go into this problem and to recommend the principles and broad guidelines on which the States can be reorganised. The Commission submitted its report in September, 1955. To give effect to the scheme of reorganisation which emerged from the consideration of the proposals contained in the Report, the States Reorganisation Act, 1956, was enacted by the Parliament under Article 4 of the Constitution of India. The new States formed as a result of the reorganisation of States in 1956 are Andhra Pradesh, Bombay Kerala, Madhya Pradesh, Madras, Mysore, Punjab and Rajasthan. Thereafter the Parliament had also enacted various Reorganisation Acts from time to time i.e the Bombay Reorganisation Act in 1960; The Punjab Reorganisation Act in 1966; the State of Himachal Pradesh Reorganisation Act in 1970 and North-Eastern States reorganisation Act in 1971. The latest in this category are the Reorganisation Acts of Uttar Pradesh, Madhya Pradesh and Bihar which were enacted by the Parliament in November, 2000.

BASIS OF ALLOCATION
CRITERIA OF ALLOCATION

The broad principle of allocation of State cadre employees which inter alia include allocation first by ‘option’, followed by ‘domicile’ (Home District) and lastly by inclusion of ‘junior most’ personnel in the reverse order of seniority. If the number of posts allocated to a successor States are more than the total number of ‘optees’ and ‘domicile’ (Home District), in order to fill up the balance posts, the employees lower down in the seniority position in the cadre are considered for allocation even against their options. Option once exercised by the employees is not reversible. Keeping in view the resentment expressed by the employees who were allocated on domicile and juniority basis against their willingness, several exceptions were made to the guidelines to facilitate certain class of employees to be allocated to the States of their option.
The following are the exceptions to the above mentioned policy:-
(i)
Women employees
-
allocated based on option.
(ii)
Class IV employees
-
allocated based on option.
(iii)
Handicapped persons
-
allocated based on option.
(iv)
Spouse policy
-
both the spouse to be allocated to a single successor State based on their option.
(v)
Medial hardships cases
-
allocation is based on option in the following medical hardship cases.




(a)
Cancer patient

Self or family*
(b)
Blindness

Self only.
(c)
Heart Bye-pass surgery

Self only if done within two years from the date of representation is considered bythe Committee.
(d)
Kidney Transplantation / Kidney failure and continuing on dialysis

Self or family*.
(e)
Mental illness

Self or family*, restricted to indoor treatment for at least three months.
(f)
Bhopal Gas Tragedy

allocated based on option only if the compensation amount received by self/family is more than Rs.50,000/- or more.
(g)
SC/ST Employees

Allocated based on domicile or on option basis.
* family include spouse, dependent children and dependent parents.

PROCESS OF ALLOCATION

 (a) Framing of guidelines on Reorganization
The Reorganization Acts only provide for the brief outlines and fundamental principles of reorganization.  It was therefore, necessary to work out the modalities and frame the detailed guidelines to carry out the reorganization process.  Accordingly, a meeting was convened on 06.09.2000 under the chairmanship of the then Secretary(Personnel), Govt. Of India, in which the Chief Secretaries of the Reorganized States, participated.  As per decisions taken in the meeting, basic guidelines to regulate the process of reorganization, were issued under D.O. letter dt. 13.09.2000 in order to carry out provisional allocation of employees, till they are finally allocated.

(b) Constitution of State Advisory Committee 
The Reorganization Acts provide for setting up of advisory committee(s) to assist the Central Govt. in the reorganization process.  Subsequent to issue of the basic guidelines, the Central Govt. decided to constitute State Advisory Committees to assist it in the reorganization process.  It laid down the manner in which the committee was to be constituted and fixed the time frame for it to follow in the D.O. letter dt. 22.12.2000.  State Advisory Committees (SAC) were constituted with a senior retired civil servant of the rank of Chief Secretary or equivalent as Chairman with Chief Secretaries of the successor States as Members to assist the Central Government to discharge of its functions with regard to allocation of State Government employees, as provided in the Re-organisation Act. However, it was left to the State Advisory Committees to formulate the detailed and State specific guidelines for allocation of employees between the successor States.

(c) Ratio of allocation of posts 
The posts of the un-divided State are allocated between the successor States in a specific ratio arrived by the State Advisory Committee, keeping in view the posts relatable to the area of the successor State (field posts) and also a fixed percentage of Hqrs. Posts. The posts located in the geographical area, go to the successor States, whereas the posts of the headquarter are distributed in the ratio of the districts.

(d) Allocation of Personnel
Personnel and vacancies are allocated between the successor States in accordance with the ratio finalised by the State Advisory Committee by applying relevant provisions as existed on the appointed day.

(e) Finalisation of TFAL & RFAL 
Based on the information provided by the concerned Administrative Departments, the State Advisory Committee issues Tentative Final Allocation List (TFAL) enlisting employees proposed for allocation on option, domicile and juniority basis, inviting objections from the employees. The objections received against TFAL within one month period are considered by the State Advisory Committee as per guidelines. The Committee recommends the Revised Final Allocation List (RFAL) to the Central Government for consideration.

(f) Final Allocation
Based on the recommendations of the State Advisory Committee and after ensuring that the recommendations are as per the Guidelines on Reorganization, the Central Government issues final allocation of personnel between the successor States.

Date of Effect of 7th Central Pay Commission – Minister replied in Parliament


In Parliament the Minister of Finance Shri.Chidambaram informed in a written reply to a question on 2nd Febrauary 2014 that the date of         effect of the recommendations of the 7th Central Pay Commission will be decided once the Report is submitted.                                                        

And he also said, the composition of the 7th Central Pay Commission is broadly in line with the composition of the previous Central Pay Commissions.

The scope of the task before the Central Pay Commission is framed in such a fashion as to enable the Commission to examine holistically all aspects of emoluments structure of various categories of Central Government employees, including personnel of Defence Forces, having regard, inter-alia, to the issues specific to them and make

Song bird stamps released  by USPS.










The new Songbirds stamps, released on April 5, depict 10 artistically crafted images of popular songbirds from across the land. To accompany the release of these vocally gifted birds, audio samples of their melodic musings are available for the listening pleasure of all. Between 4,000 and 4,500 different types of songbirds can be found around the planet, accounting for nearly half of all bird species. Songbirds are identified by their highly developed vocal organs. Some songbirds, like the crow, have harsh voices, others sing rarely or not at all. All songbirds are classified as perching birds. With three toes pointing forward and one pointing backwards, they can grip branches and grasses with ease.  The new Songbirds stamps are available as First-Class Forever stamps in books of 20 and can be ordered here.

Digitization of Service Books of employees at Head Post Offices-

The Competent Authority has decided to nominate Accountant of each Head Post Office as Single Point of Contact (SPOC) for digitization activity under the Core System Integrator (CSI) in his Post Office. He will help the digitization team in reading and understanding the Service Book entries and identifying the documents that are scanned. After the quality check by the digitization team, he will verify the entries entered in the system with the respective Service Books and also ascertain whether the relevant documents have been scanned properly. Subsequently, He will submit a report in this regard to the Divisional Head/Unit Head providing list of employees, whose Service Books have been digitized and the relevant documents have been scanned; and also the list of missing documents employee-wise.  It has also been decided that as the work is HPO specific, the concerned Divisional Head/Unit Head will nominate Sr. PM/PM or ASP/IP of the Division/Unit in case of non-availability of regular HSG-I/HSG-ll Postmaster for each HPO for checking, countersigning and releasing the list of employees, whose Service Books have been digitized and list of missing documents employee-wise to the TCS Digitization Team.
