PUBLICITY OF ISSUANCE OF  ‘ONE LAKH ‘ COIN  IN INDIA BY  RBI   is  a  FAKE :-

Coins in India are presently being issued in denominations of 10 paise, 20 paise, 25 paise, 50 paise, one rupee, two rupees and five rupees. Coins upto 50 paise are called 'small coins' and coins of Rupee one and above are called 'Rupee Coins'. Coins can be issued up to the denomination of Rs.1000 (Rs. 1000 rupees coin was minted recently to commemorate 1,000 years of the Brihadeeswara temple in Thanjavur.) as per the Coinage Act, 1906. So the image in web is definitely fake. (higher denomination of rupees leads to issue of  Black money)

Subject: Taking of Fraud prevention measures-Debit Freeze to 0340 etc.

Respected Sir/Madam,
In continuation of earlier fraud prevention measures taken vide SB Order 5/2016 along with its Addendum, the competent authority has decided to take the following further measures:-
·  Complete Debit Freeze to office account 0340. No withdrawal/debit transactions can be done from this office account;
·  wherever posting of accounts closed by BO are to be posted, the repayment account ID should be changed to office account 0339.
·  At the time of closure of any account, if payment is to be made by Postmaster Cheque, then repayment account ID should be entered as 0340 account.
·  Arrears/GPF or any payments to be made to serving employees with the approval of competent authority should be made from the Salary Account 0409 and not from 0340.
·  All other Government Subsidies should be done from the DBT Account 0410.
·  If customer has a Savings Account in CBS Post Office, Closure proceeds of all RD/TD/MIS/NSC/KVP/SCSS accounts, can be credited to customer's Savings Account by selecting 'Transfer' mode, but the Savings Account and any of the RD/TD/MIS/NSC/KVP/SCSS Account should be under same CIF or there should be a match between at least one of the CIFs if there is a joint account. In case of CIF Mismatch error, please first merge both  the CIFs after due verification if required and then proceed for closure. 
·  During account opening & account modification of RD / TD / MIS / NSC / KVP / SCSS accounts, before entering customer's Savings account as repayment account or Repayment of interest credit account, user has to ensure that only SB account which has the same CIF as the TDA type account can be linked. In case of error, both the CIFs of same depositor have to be first merged by doing due verification.
·  No Intersol withdrawal transaction of more than Rs.25,000/-  at the counter either through cash or transfer of through POSB Cheque (except for new investment) should be allowed. This validation is being placed in Finacle also.
Please circulate these changes/measures to all CBS Post Offices urgently.

2016 September 2nd General Strike 12 Point Charter of Demands of Joint Platform of Central Trade Unions submitted to government

PART – A

      1.     Urgent measures for containing price rise through universalization of public   distribution system and banning speculative trade in commodity market.
      2.     Containing unemployment through concrete measures for employment generation.
      3.     Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
      4.     Universal social security cover for all workers.
      5.     Minimum wage of not less than 18000/- per month with provisions of indexation (for unskilled worker).
      6.     Assured enhanced pension not less than 3000 p.m for the entire working population (including unorganized sector workers).
      7.     Stoppage of disinvestment in Central/state public sector undertakings.
      8.     Stoppage of contractorisation in permanent/perennial work and payment of same wage and benefits for contract workers as that of regular workers for the same and similar work.
      9.     Removal of all ceilings on payment and eligibility of bonus, provident fund and increase in quantum of gratuity.
      10.Compulsory registration of trade unions within a period of 45 days from the date of submitting application and immediate ratification of ILO conventions C-87 & C-98.
      11.No FDI in Railways, Defence and other strategic sectors.
      12.No unilateral amendment to labour laws.

PART – B:  (CGE & POSTAL DEMANDS)

      1.   Avoid delay in implementing the assurances given by Group of Ministers to NJCA on 30thJune 2016, especially increase in minimum pay a fitment formula. Implement the assurance in a time bound manner.
      2.     Settle issues raised by the NJCA, regarding modifications of the 7th CPC recommendations, submitted to Cabinet Secretary on 10th December 2015.
      3.     Scrap PFRDA Act and New Pension System (NPS) and grant Pension/Family Pension to all Central Government employees under CCS (Pension) Rules 1972.
      4.     No privatization, outsourcing, contractorisation of Government functions.
      5.     (i) Treat Gramin Dak Sevaks as Civil Servants and extend all benefits on pay, pension and allownaces of departmental employees.
(ii) Regularise casual, contract, contingent and daily rated workers and grant equal pay and other benefits.
      6.     Fill up all vacant posts by special recruitment. Lift ban on creation of new posts.
      7.     Remove ceiling on compassionate appointments.
      8.     Extend benefit of Bonus Act amendment 2015 on enhancement of payment ceiling to the Adhoc bonus/PLB of Central Govt. employees with effect from the financial years 2014-15. Ensure payment of revised bonus before Pooja holidays.
      9.     Revive JCM functioning at all levels.
10.   Implement Cadre restructuring in left out categories of Postal Department. i.e RMS,MMS,PA CO, SBCO & Postal Accounts etc..
11.  Settle the problems related CBS, CIS & stop harassment and Trade Union victimization.

POINT OF DOUBT AND CLARIFICATIONS ON  7th  CPC OPTION ISSUES:-
Rule 5. CCS (RP)-2016 says: Drawal of pay in the revised pay structure.– Save as otherwise provided in these rules, a Government servant shall draw pay in the Level in the revised pay structure applicable to the post to which he is appointed: Provided that a Government servant may elect to continue to draw pay in the existing pay structure until the  date on which he earns his next or any subsequent increment in the existing pay structure or until he vacates his post or ceases to draw pay in the existing pay structure:
Provided further that in cases where a Government servant has been placed in a higher grade pay or scale between 1st day of January, 2016 and the date of notification of these rules on account of promotion or upgradation, the Government servant may elect to switch over to the revised pay structure from the date of such promotion orupgradation, as the case may be.


OPTION NUMBER 01  :   FIXATION OF  PAY ON  01.01.2016

OPTION NUMBER 02:-   One can opt to continue to draw in old pay until

(a)  DATE OF NEXT INCREMENT:

On  01.01.2016   Pay:  16490

      01.07.2016      Rs.   16990

 Pay fixed in   7 CPC  :   (16990*2.57 = 43664)    PAY MATRIX LEVEL 5  :  Rs.44100

Note : If he opted to fix his pay on 01.01.2016  his new pay is : (16490*2.57=42379) fixed at Rs. 42800 on 01.07.2016  pay is Rs.  44100.

(b)Date of Subsequent Increment:  Let he opts to fix on subsequent increment i.e on 01.07.2017.

  Pay on ; 01.07.2016        Rs. 16990
 On            01.07.2017       Rs.17500

Pay fixed in    7 CPC  :  (17500*2.57= 44975 ) fixed at Rs. 45400.

Note : If he opted to fix his pay on 01.01.2016  . his pay on 01.01.2016 is   Rs. 42800  and on 01.07.2016 his pay is Rs.44100/-  on 01.07.2017  Rs. 45400.

 fixation of pay on next and Subsequent increment is not useful for general cases  and loss of arrears also.
    
(c) Vacates His post / Ceases to draw in existing Pay Structure:
Applicable in some special cases only.

(D) PROMOTION / MACP (UPGRADATIONS) TOOK PLACE BETEEN 01.01.2016 TO 25.07.2016 (Date of notification  of Rules) :-

The  Promoted/ Upgraded employees  falling between  this dates can opt to fix pay from Date of  promotion/ up gradation.   And they will exercise  FR22 (i) (a) (i)  also.


The case of those promoted after issue of gazette notification is not a new one.  In all pay commissions such a clause from date of implementation to date of gazette is the cutoff date for exercise option for Promotions.  On consultation with   so many account experts clarified that we cannot interpret the  Rule-5 CCS (RP)-2016 as a general case to opt at any time after Gazette . HENCE THOSE WHO GOT PROMOTED  / MACP UPGRADED AFTER 25.07.2016  HAS NO OPTION TO CONTINUE TO DRAW IN OLD PAY TILL PROMOTION / UPGRADATION.   Only way to opt fixation on 01.01.2016 . This is a heavy Loss to employees under  G.pay Rs.2800  promoted to Rs. 4200/- . Impact of  7th CPC on this employees is huge loss in pay and allowances compared with others just promoted in few months.  (by :- M.S.Reddy : (P.O & RMS) –Ex Accountant)

       DELAY IN CADRE RESTUCTURING IN  TELUGU POSTAL CIRCLES.


The  A.P postal circle bifurcated into  T.S and A.P circles. But cadre distribution and preparation circle gradation lists are not yet completed in both circles. All Postal staff under telugu circles are eagerly  waiting for cadre restructuring.  But the process for  allotment of cadre to circles, identification of  offices under each category, conveyance of  DPCs, staff postings etc, the process seems to be delay. As per  un official source of information  this issue will take up to end of this year.  Carving out from LSG /HSG offices to  PM Grade, etc not taken up by any circles till date.  This issue will take further delay.  The delay process will badly effect the promotional avenues of the staff.

Telugu girl “Sindhu” : The pride of INDIA


P.V. Sindhu the first Indian woman (5th woman from India to win a medal at Olympics) to win individual Silver at Olympics. Not only this she was the youngest Indian ever to win a medal at  the Olympics.  I am really proud to know that the sindhu’s mother Smt. Vijaya belongs to  the village “ Devarakota “, Ghantasala Mandal, Krishna dist, A.P the nearest of my birth place Challapalli.  She belongs to “Donepudi” family which is a strong in educational and economical position in this area.   The Grand parents at the village are celebrating the “sindhu’s”  Rio-Victory and planning to felicitate in  a grand way during her visit to Vijayawada.   Hats off to you….

LATEST C.O News on Postmaster grade issues :-  

Today Sri DSK Prasad,  AIAPS (gl), G.S, A.P circle   and other 5-member team of  A.P and Telangana Circle visited C.O,Hyderabad.  They met the both A.P and T.S circle  DPS  and  APMG staff and got clarification on Postmaster Cadre promotional issues.  

The information is:-
·       
    ** The bifurcation of  A.P circle and distribution of staff is not yet completed.
·        *** The separate gradation lists for both circles for  Postmaster cadre is under process.
·        *** After division of  cadre the promotion issues will be taken up.
·        *** It will take by the end of this month.   
·        ****2- officials opted to Telangana circle and 3- opted to A.P circle from Pm Gr-I
·        ** No change of  options  from existing circle to other received in respect of PM Gr-II and PM Gr-III cadre.

The AIAPS (gl) :A.P circle submitted the memorandum  to both  CPMGs requesting  to take early action on the issues of Postmaster cadre.

Hyderabad C.O news  ::  on Postmaster Grade Promotions (regular/one time )  :  The  C.O Hyderabad still doing on segregation of  Circle cadre issues.  This process will finalise by the end of this month.  As per reliable source  the promotion issues of  Postmaster Grade will take further  2 to 3- weeks delay due to this cadre  options to A.P and Telanagana Circles.

Filling the option form (7th CPC) : By selecting on Promotion /  MACP Up gradation option:-

The scheme of MACP is new at this time for revised pay fixation point of view. And there is no clear cut fixation illustrations supplied by CPC report for MACP option issues.  So many doubts arises on option issue. But it is clarified that  the pay fixation for Promotion and  MACP up gradation is same.  5.1.44 CPC report cleared that  Fixation of pay will follow the same principle as that for a regular promotion  in the pay matrix.  By giving option one can opt to fix his/her pay  w.e.f  01.01.2016.(or)  later date of his/her promotion / upgradation (MACP).date.

This option will beneficial to Mr.Y around Rs.3000/-per month . But Mr.Y lose arrears from January-2016 to MACP date . He can opt to fix his pay on accrual of increment also.
