Difference between NEFT /  RTGS /  IMPS  ????

IMPS 

·         Immediate transfer (24 x 7)
·         Upper limit : 50k per day.  Total 2.5 lac per month.

NEFT

·         No upper limit. Transfer is not immediate.
·         Mon to Friday - 8 am to 7 pm - transfer is done in 12 batches
·         Saturdays - 8 am to 1 pm - transfer is done in 6 batches.
·         Some charges apply (maximum is Rs 25 + service tax)

RTGS

·         Meant for large transactions. Minimum amount is 2 lac. No upper limit.
·         Transfer is immediate or "real time"  during business hours. (usually  few minutes, but not necessarily in seconds)
·         Monday to Friday - 9 am to 4.30 pm
·         Saturdays - 9 am to 1 pm
·         Charges : Rs.30 below 5 lac. Or Rs 55 above 5 lac.

No Need For Employees To Declare Assets Till New Rules Framed: Centre

newdelHI:  Central government employees, who had a December 31 deadline to declare their assets and liabilities under Lokpal Act, do not need to make the disclosure for now as government is finalising a fresh set of rules.

Without specifying any date, an office memorandum has said rules will be notified in due course to prescribe the form, manner and timelines for filing declaration of assets and liabilities under the revised provision of the Lokpal Act.

In July this year, the central government employees were asked to declare their assets and liabilities by December 31 under section 44 of the Lokpal and Lokayuktas Act.

Besides this, the public servants were also directed to declare their annual return of assets and liabilities as on March 31, 2015 on or before December 31 this year.

Now, in the office memorandum, the Centre has clearly stated that there is no requirement for filing declaration of assets and liabilities by public servants as of now.



"..there is no requirement for filing declaration of assets and liabilities by public servants now. The Government is in the process of finalising a fresh set of rules," the office memorandum added.

"In this regard it is stated that with the passing of the Lokpal and Lokayuktas (Amendment) Act, 2016, the Public Servants (Furnishing of Information and Annual Plan of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014 and all the amendments made thereto become redundant," the Centre said.

Under Lokpal and Lokayuktas Act, an employee has to give details of deposits in foreign bank accounts, expensive paintings, antiques, furniture, electronic equipments, movable assets, insurance, bonds, shares and mutual funds, among others, in the declaration.

The declarations under the Act are in addition to similar ones filed by the employees under various services rules. There are about 50 lakh central government employees.

Dear Sir,
Withdrawal of Legal Tender Character of existing ₹ 500/- and ₹ 1000/- Bank Notes (Specified Bank Notes) - Deposit of Specified Bank Notes (SBNs) into bank accounts
Please refer to Circular DCM (Plg) No.1226/10.27.00/2016-17 dated November 08, 2016 on the captioned subject. On a review of the provisions ii, iii and iv at C of Para 3 dealing with credit of the value of SBNs into bank accounts it has been decided to place certain restrictions on deposits of SBNs into bank accounts while encouraging the deposits of the same under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016 as indicated below:
  1. Tenders of SBNs in excess of ₹ 5000 into a bank account will be received for credit only once during the remaining period till December 30, 2016. The credit in such cases shall be afforded only after questioning tenderer, on record, in the presence of at least two officials of the bank, as to why this could not be deposited earlier and receiving a satisfactory explanation. The explanation should be kept on record to facilitate an audit trail at a later stage. An appropriate flag also should be raised in CBS to that effect so that no more tenders are allowed.
  2. Tenders of SBNs up to ₹ 5000 in value received across the counter will allowed to be credited to bank accounts in the normal course until December 30, 2016. Even when tenders smaller than ₹ 5000 are made in an account and such tenders taken together on cumulative basis exceed ₹ 5000 they may be subject to the procedure to be followed in case of tenders above ₹ 5000, with no more tenders being allowed thereafter until December 30, 2016.
  3. It may also be ensured that full value of tenders of SBNs in excess of ₹ 5000 shall be credited to only KYC compliant accounts and if the accounts are not KYC compliant credits may be restricted up to ₹ 50,000 subject to the conditions governing the conduct of such accounts.
  4. The above restrictions shall not apply to tenders of SBNs for the purpose of deposits under the Taxation and Investment Regime for the Pradhan Mantri Garib Kalyan Yojana, 2016.
  5. The equivalent value of specified bank notes tendered may be credited to an account maintained by the tenderer at any bank in accordance with standard banking procedure and on production of valid proof of Identity.
  6. The equivalent value of specified bank notes tendered may be credited to a third party account, provided specific authorisation therefor accorded by the third party is presented to the bank, following standard banking procedure and on production of valid proof of identity of the person actually tendering, as indicated in Annex-5 of our circular cited above.

   CWC was held from 14 to 16 December 2016 at new delhi and Eleven AIAPS delegates from U.P, Telangana, Maharashtra, Tamilnadu have attended that CWC. 

*All India Vice President Smt.Savithri Venkateshan is preceded the CWC and our General secretary Shri.Manoj Bharadwaj have conducted the CWC in enthusiastic  manner.*

   All the attended delegates had briefly explained about the major 5 problems faced by the Postmaster cadre.

The following major problems were discussed.
*1. Higher stepped up Grade pay to PM 1/2/3/Sr.PM poste from anomaly committee w.e.f 1.1.16.*
*2. Immediate implementation of Postmaster cadre restructure to enhance PM1/2/3/Sr.PM posts.*
*3. Negative interpretation of PM cadre recruitment rules and immediately allowing PM cadre officials to appear LDCE as like LSG officers*
*4.Immediate amendment of PSS Group B recruitment rules to allot and enhancing PSS Group B posts to PM cadre.*
*5. All India PM Grade III seniority as per feeder grade seniority not as per the date of joining.*
And the remedial action have also been discussed. 

As per the remedial actions derived by the AIAPS delegates, AIAPS team of 11 members had visited directorate on 15th December 2016.

Got the formal appointment with top level administration Member (P) and have discussed about the 5 major problems gist with the top level administration. For That meeting, administration side Member (P), ADG(establishment), ADG(SPB) have participated and from the recognised association AIAPS staff side all the delegates have participated in the meeting. 
Detailed memorandum with remedial prayer had been submitted by hand to the Honorable Member (P) Shri.Ashok Kumar Dash.

As per the decision of CWC delegates on 16.12.2016 - 7 delegates got an appointment with the hon'ble communication minister Shri.Manoj Sinha.
But unfortunately Minister had an emergent cabinet meeting at PMO office.  We have discussed about the importance of that meeting with PA to minister and again we had pressed further and because of the higher level influences, Meeting with the Minister was again rescheduled on Monday and Our General secretary have got an dedicated phone number to contact the minister with ease.
*Request will be submitted with the detailed memorandum to depute a nodal officer till such redressal of Postmaster cadre those 5 major problems.*

After Member (P) meeting, and departed from Minister office, for the last 2 days AIAPS delegates had splitted into 3 teams and further went to Senior DDG section, SPB-II section, DE section and also SPN section and detailed discussion were held in the sections.
Over all Directorate mission was very satisfactory and *this is the first time we have knocked as the recognised association and because of that recognised association banner we had a privilege of getting acknowledgment and assurance to redress all the major problems within a fortnight.*

Hope new 2017 year shall be the year for the prosperous Postmaster Cadre.

Post Office strikes to go ahead after talks break down : U.K news

Post Office says next week’s strike will have minimal impact with less than 100 branches to close, though that claim is disputed by unions. Post Office workers will go ahead with five days of strikes next week after talks over jobs, pay and pensions broke down on Thursday.
The Communications Workers Union (CWU) said the Post Office had rejected its offer to suspend strike action in exchange for suspension of the closure of main post offices and for “meaningful negotiations” on pensions and jobs.
Terry Pullinger, deputy general secretary of CWU, which acts for about 4,000 postal workers, said: “Our members and this union have tried everything possible to resolve the dispute. The latest response from the Post Office is bitterly disappointing and an indication that the employer is determined on forcing through their plans irrespective of the concerns of the customers, staff and the union.

Three decades after crime, postman to go to prison..

AHMEDABAD: Prakash Trivedi and Laxmichand Parmar had been sentenced to jail in a 1986 trial, after a CBI inquiry proved they had stolen valuables, demand drafts, international money orders etc while working as postmen at Navrangpura post office. Though they had been jailed for some time after they were first convicted by a lower court, they soon managed to come out on bail after filing the appeal against their sentence. Now, after three decades, the HC has upheld the lower court's order.



Trivedi will be going to jail for four years, but Parmar passed away before he could be punished. The Gujarat high court has ordered Trivedi to surrender before police within four weeks.



According to case details, Trivedi and Parmar used to work as postmen at Navrangpura post office between 1982 and 1984.



They hatched a conspiracy and committed theft of money orders, postal orders, demand drafts and cheques, and then realized the money by opening fake bank accounts with the help of forged documents.



They opened bank accounts in the names of several entities including Krishna Engineering Works, R K Investment, D P T, and Omax Builders & Contractors.
The duo was charged for not delivering the valuables and postal orders to customers, and for stealing them and siphoning off the amounts that used to come in form of dollars, pounds etc. from different parts of the world.



The fraud was unearthed in 1984 following complaints pouring in from different people, when they never received the money and valuables sent to them by their friends and relatives living abroad. The probe was assigned to the Central Bureau of Investigation (CBI). The trial began in 1986. A magisterial court sentenced the duo to three years in jail for cheating and four years for criminal conspiracy and forgery. The sentences were to run concurrently. 


A special CBI court upheld the conviction, and Trivedi moved the HC against the order of conviction. After hearing the case, Justice Z K Saiyed concluded that the lower courts' orders were proper and did not require any interference.

చట్టం నుంచి తప్పించుకోవడం అంత సులువు కాదనడానికి ఇదో ఉదాహరణ. సరిగ్గా ముప్పై ఏళ్ల క్రితం చేసిన తప్పుకు ఇద్దరు పోస్టుమ్యాన్లకు ఇప్పుడు జైలు శిక్ష పడింది. ఆ ఇద్దరు పోస్టు మ్యాన్లలో ఒకరు చనిపోయారు కూడా. ఇంకొకరు కొన్ని రోజుల్లో జైలుకెళ్లబోతున్నారు. వివరాల్లోకి వెళితే 1982 -84 మధ్యలో గుజరాత్‌లోని నవరంగపురా పోస్టాఫీసు పరిధిలో ప్రకాష్ త్రివేది, లక్ష్మీచంద్ పర్మార్ అనే ఇద్దరు పోస్ట్‌మ్యాన్‌లుగా పనిచేశారు. ఆ సమయంలో ఆ పరిధిలో ఉండే ప్రజలకు వచ్చే డీడీలు, చెక్ లు, విలువైన వస్తువులను కాజేసేవారు. అనేక పేర్లతో ఎకౌంట్లు ఓపెన్ చేసి వాటిలో చెక్‌లు వేసుకుని డ్రా చేసుకునేవారు. ఇలా అనేక రోజులుగా జరగడంతో అనేక మంది బాధితులు పోలీసులకు ఫిర్యాదు చేశారు. విదేశాల నుంచి తమ వాళ్లు పంపించే విలువైన వస్తువులు కూడా రావడం లేదని వారు ఫిర్యాదులో పేర్కొన్నారు. కేసు సీబీఐకి వెళ్లింది. పోస్ట్ మ్యానుల చేతివాటం బయటపడింది.


1986లో కింది కోర్టు వారికి జైలు శిక్ష వేసినా బెయిలు మీద బయటికొచ్చారు. అనంతరం తిరిగి వారే హైకోర్టులో సవాలు చేశారు. అలా ఏళ్లు గడిచినా విచారణ మాత్రం పూర్తికాలేదు. చివరికి తాజాగా హైకోర్టు తుది విచారణ పూర్తి చేసి తీర్పు చెప్పింది. పోస్టు మ్యానులు ఇద్దరిని దోషులుగా తేల్చింది. అయితే వారిలో ఒకరైన లక్ష్మీచంద్ పర్మార్ కొన్ని నెలల క్రితమే మరణించాడు. లొంగిపోవాలని చెబుతూ ప్రకాష్‌కు నాలుగు వారాల సమయమిచ్చింది కోర్టు.
