ITEMS TO BE TAKEN UP WITH DIRECTORATE : FROM AP CIRCLE

1.        Permission to decline from Postmaster Grade  cadre to feeder cadre (PA) at any time.
2.        All the Senior Postmaster posts to be filled by Postmaster officials only either through promotion/examination.
3.        Immediate filling up of the Grade II and III posts through Grade I and Grade II officials only either on adhoc/regular basis.
4          Enhancement  of grade pay to Rs 4200/- for Postmaster Gr-I officials .
5.        Grant of Postmasters’ allowance @ Rs 1000/2000/3000 to Postmaster Grade I/II/III respectively as offices are being independently manned with higher responsibility.
6.        Cadre restructuring.
7.        Permitting the  Postmaster Grade officials to appear for IPO exams.
8.        Dequarterization of the post attached quarters to the POs , if the required schedule of accommodation is not provided to the postmaster.
9.        Clarify the orders of sub appointing authority whether Postmaster Gr I/II/III are at par with LSG/HSGII/HSGI postmasters while granting leave and writing APARs of Postmen/MTS.
10.      Enhancement of financial powers of Postmaster  officials to meet day to day expenditure of the POs.
11.      Waiving of 2 years probation period condition for Postmaster cadre as the promotion to the cadre is not direct recruitment.
12.      Providing watchman/private security/contingent for the Grade I and above POs.
13.      Immediate repairs of UPS/Systems/Printers/Generators etc.  Provision of  generators to offices.
14.      Proper deployment of manpower (i.e equal distribution of vacancies in all the offices)

Railway  Revenue  Earnings up by 19.63 per cent during  
F.Y.   2012-2013
The total approximate earnings of Indian Railways on originating basis during 1st April 2012 to 31st March 2013 were Rs. 124814.87 crore compared to Rs. 104334.61 crore during the same period last year, registering an increase of 19.63 per cent.

The total approximate goods earnings have gone up from Rs. 69674.13 crore during 1st April 2011 – 31st March 2012 to Rs. 85869.02 crore during 1st April 2012 – 31st March 2013, registering an increase of 23.24 per cent.

The total approximate passenger revenue earnings during 1st April 2012 – 31st March 2013 were Rs. 31896.24 crore compared to Rs. 28645.55 crore during the same period last year, registering
an increase of 11.35 per cent.

The approximate revenue earnings from other coaching amounted to Rs. 3137.92 crore during April 2012 - March 2013 compared to Rs. 2825.18 crore during the same period last year, an
increase of 11.07 per cent.

The total approximate sundry earnings during 1st April 2012 – 31st March 2013 were Rs.3911.69crore compared toRs.3189.75 crore during the same period last year, registering an
increase of 23.24 per cent.

The total approximate numbers of passengers booked during 1st April 2012 – 31st March 2013 were 8501.30 million compared to 8306.17 million during the same period last year, showing an increase of 2.35 per cent. In the suburban and non-suburban sectors, the numbers of passengers booked during April 2012 -March 2013 were 4489.62 million and 4011.68 million compared to 4383.18 million and 3922.99 million during the same period last year, showing an increase of 2.43 per cent and 2.26 per cent respectively.

LATEST  NEWS  ON  DA  ARREARS  :-
DA from Jan 2013 : Two decades before, the trade unions are used to protest and demonstrate struggles to pressurize the government to declare the dearness allowance. Now we are back to the same old bad days. The same old days are coming back now. The trade union federations gave enough time to the government and waited patiently. 11 DAYS PASSED.  Since the announcement for the payment of Dearness Allowance is being delayed. The All India Railwaymen’s Federation writes to Finance Minister and demanded to declare it immediately. The copy of the letter is reproduced here.

Sub: Payment of Dearness Allowance to Central Government Employees and Pensioners
It is very unfortunate that the announcement for the payment of Dearness Allowance is being delayed badly and is creating lots of frustration among the Central Government Employees as well as Pensioners. Particularly Railway Employees, who are the prime mover of the wheel of the development and growth of the nation, they also feel frustrated because of inordinate delay in the announcement for the payment of Dearness by the Government of India (Ministry of Finance).
In this connection, it is worth-mentioning that, it has never happened ¡n the past so many years when payment of Dearness Allowance has not been announced before 31st March.
All India Railwaymen’s Federation, representing more than 13 lakh Railwaymen as well lakhs of Central Government Employees and Pensioners (through the NC/JCM), strongly protests against the delay in announcement of Dearness Allowance and demands that it should be announced immediately to avoid any confrontation.

Dearness Allowance from January 2013 - 6CPC Recommendation

As of now nobody knows the correct reason why the government is delaying the approval of DA hike from January 2013. Actually the delay in announcing the dearness allowance helps the people speculate more about the Governments Plan about whether the 50% DA will be merged or not. 

As per the 6CPC recommendation accepted by the government, the Dearness Allowance supposed to be enhanced from 1st January of every year has to be paid with salary of month of March. The 6 CPC was very much clear about two things; first one is the formula for calculating the quantum of DA to be paid to central government employees and its frequency. Second one is on Merger of 50% Dearness allowance with Basic pay by converting it as dearness Pay

Sixth Pay Commission recommendation on Merger of 50% Dearness Allowance and sanctioning of DA to central government employees

It has been clearly told in 6 CPC recommendations under the Heading of Dearness Allowance, Chapter no 4.1…

4.1.18 ……This conversion, however, is not necessary in the revised structure being recommended where increments are payable as a percentage of the pay in the pay band and grade pay thereon and provision has been made for all allowances/benefits to be revised periodically linked to the increase in the price index. The Commission is, therefore, not recommending merger of dearness allowance with basic pay at any stage.

4.1.19 No real justification exists for revising DA once in 3 months. Accordingly, DA may continue to be sanctioned twice a year as on 1st January and 1st July payable with the salary of March and September respectively for administrative convenience with inflation neutralization being maintained at 100% at all levels.

As it was the recommendation of 6CPC , even after the seventh day of the month of April, the quantum of DA to be increased is yet to be declared by the government is quite new for central government employees. But it is evident that ‘announcement of DA hike can be delayed, but Payment of increased Dearness Allowance cannot be denied’.
