AIR Logistic service Launched by India Post

PATNA: India Post on Monday launched air logistic services in 15 cities across the country including Patna. Fourteen other cities connected with each other for sending and receiving logisticsvia air includes Kolkata, Guwahati, Imphal,Agartala, Delhi, Mumbai, Nagpur, Bangalore, Hyderabad, Chennai, Pune, Ahmedabad,Lucknow and Trivandrum.  Giving details of the facility, India Post MD Anil Kumar said logistics can be sent through three medium - door-to-door, airport-to-airport and city-to-city. 

"Under door-to-door service, the consignment will be picked up and dropped on premises of customers, for airport-to-airport services, customer have to deposit the consignment at the postal facility available on the airport campus and will be dropped at the airport where the consignment is booked to and under city-to-city service, consignment will be booked at GPO and will be delivered at the GPO of destination city," Kumar said. The consignment will be delivered maximum in 72 hours after the booking or minimum same day, depending upon the time of the booking and flight availability, he said, adding the payment can be done either by cash, demand draft or check in the name of chief postmaster of GPO.

Around 50 members of the P4 Union of the National Federation of Postal Employees, who were half-naked, staged a protest outside Tallakulam Post Office here on Friday evening, as part of their State-wide protests demanding better amenities for postmen and Multi-Tasking Staff (MTS). “We have been demanding filling up of the existing vacancies of postmen, but we are being told that there is no need to fill these vacancies,” said S.B.Rajamohan, secretary of the union. “The boundaries of Madurai keep expanding and courier services cannot reach many small villages on the fringes. Hence, we should be given more manpower to reach these places,” he added.

The protestors stood outside the Tallakulam office and shouted slogans, pressing for their demands. Later, in a press release, they outlined their demands, which included supply of new uniforms, slippers and umbrellas for the postmen, cycles for MTS employees and authorisation for postmasters in all branches to handle speed post initiatives directly.

POST OFFICES FACING OUT OF STAMPS OF SOME DENOMINATIONS

Despite attempts to sort out the crisis by the Department of Posts, a shortage of stamps that are much in demand has been felt across the post offices here for the last few months. Now, the demand is being met by issuing stamps of smaller denominations from the existing stock.  Post offices across the state are suffering from the scarcity of stamps of smaller denominations, especially Rs 4 and Rs 10. Now, the public demand is being met through the sale of stamps mostly of Rs 5 denomination. As a result, the post offices are swiftly running out of Rs 5 stamps.  According to the postal authorities, a shortage does exist, but it is yet to reach acute levels. “Stamps are there for public usage, but not for bulk demands. There are not enough stamps to satisfy bulk customers and for diversion purpose,” officials said. The stamps have started coming from Nagpur according to the intents sent to the Circle Stamp Depot (CSD). The postal department had earlier directed to divert stamps from Patna to the state, but this was not brought into effect.

 The stamps of Rs 4 denomination will soon be available as the supplies have started coming, according to the officials. Stamps of Rs 10 are expected to arrive in the next supply, they added.   Each year, the list of stamps that are deficient in each postal circle is issued by the CSD following the intents sent to it.

 The post offices in the Kerala circle had experienced an acute shortage of the smaller denomination stamps earlier also. Don't impose income tax on DA, govt. urged

National Mazdoor Conference (NMC) president Subash Shastri has sought total exemption of Dearness Allowance (DA) from the ambit of income tax as DA is directly linked with the price index.  Addressing a workers' rally, Shastri said the price escalation is directly linked with the DA of the salaried class and pensioners but it was strange that the income tax is also imposed on the increase of the salaries because of the DA. Postal chief on review visit to Northeast

GUWAHATI:     Union secretary and chairperson of Postal Services Board, PadminiGopinath, is on a two-day visit to the Northeast Postal Circle to review modernization and development activities in the NE circle, particularly the Meghalaya Division. Gopinath visited the headquarters of NE circle at Shillong on Friday and Saturday.   Officials here said the department of post is moving towards computerizing and modernizing postal services to provide better facilities to customers. The NE circle will get core bank solutions implemented in its post offices, officials said. Postmaster general, northeastern region, P K Swain, is working towards smooth implementation of the scheme in Meghalaya and other states in the Northeast Postal Circle.

Registered letters can't be returned without proper reason: Madras high court

CHENNAI: The Madras high court has frowned on mechanical return of registered letters as "unclaimed" by postmen, and said that in case they could not be delivered, proper reasons must be given.  Justice S Tamilvanan, underscoring the importance of a registered post in litigations and other matters, said that when people pay a fee and affix sufficient postal stamp, the postal authorities or postmen must discharge their duties in a responsible manner. The postman should make it clear as to whether the registered letter was served on the addressee or refused by the addressee or no addressee was found in the given address, the judge said.  Passing orders on a matrimonial litigation, wherein a Chennai-based woman wanted her divorce proceedings to be transferred from a Puducherry court to a Chennai court, the judge said the woman's notice sent by registered post had been returned undelivered with a simple endorsement "unclaimed." Slamming the practice, Justice Tamilvanan said the court was of the view that the reason for the non-delivery of the notice had not been properly explained to the person who sent it.

"The endorsement 'not claimed' is required to be made in a responsible manner by the postman or the official of the postal department, so as to convey proper reason and to bring out the fact as to under what circumstances the registered letter could not be served on the addressee by the postman," the judge said.

In case the registered letter is delivered to a person other than the addressee, the postman must obtain clear endorsement and explain the relationship of the signatory who received the letter on behalf of the addressee, Justice Tamilvanan said.  Return of registered letters with a comment "unclaimed" or with some other improper endorsement would cause inconvenience to the general public and the person seeking justice through court of law, the judge said, adding: "Service of notice by registered post plays a vital role in deciding several cases."   He then directed the chief post-master general of Tamil Nadu to give suitable instructions to all postal department officials to follow the guidelines laid down by the court in this case. //timesofindia.indiatimes.com dated 07.07.13//
