Shri Ravi Shankar Prasad, MoC,Govt  of India during his Vikas parv programme on 05th June at Kakinada, A.P  has been launched many  Postal related schemes.  He was digitally inaugurated the laying stone of  Machilipatnam Head office building.  Launching  ATMs to  four post offices, Nanyata for Letter Postage application at LB , SSA,PLI/RPLI bonds disbursement to the customers.  Postal  Department honored  him by giving “ MYSTAMP”.

Cadre Restructuring  in Postal department Group ‘C’:-  The postal Directorate issued orders on the Cadre resturcturing.  As per the order the Distribution of Posts in A.P.Circle are :-

Some Points are:  (i)  More number of LSG posts are attached to the circles.
(ii) In this order nowhere said this posts should manage by MACP-I . As the posts are to be filled though LSG selection only. Circles exercise to prepare LSG lists and grant promotions.  Right now in A.P circle Year 1988 (nearly) LSG promotion list is moving.  If  LSG promotions  has given to the granted  1960 Posts  almost all cross the G.pay Rs.2800/- and to work as SPMs in single/double handed offices.
(iii) The posts of HSG-II are 635 and even if all LSG  officials got promoted to HSG-II some more posts are vacant due to  non availability of suitable service of official.
(iv) Same as for HSG_I promotions.
(v) The order is silent about other issues of cadre restructuring cases for SAs in RMS, C.O , Accounts , Postman , especially Postmaster Cadre.
(vi) Let  from above total : (LSG) 1960+635+174=2769 carved out 1/3rd equals 923 Posts  should have been allotted to Postmaster grade. Let a Circle with 38 divisions of  each an average of 50 post offices. i.e circle with 1900 post offices . As per the above order no of Posts are granted 2769 rather than existing offices.
(vii) The  Transfers and Postings in  LSG, HSGs are through Circles.
(viii) Nowhere said in the order about MACPs manage these offices.
(viii) Whom will get benefit is not clear through this restructuring.  As seen from the above a few officials could get financial benefit.
(ix) Many confusions are to be clarified .

Department Recent order on One Time Relaxation for Promotion to Postmaster Grade-II, GR-III.
In this order Some ambiguity is there:-
Promotion is granted to the officials who have completed 50% of required service for promotion. But this promotion is not treated as regular.   Not told about to give adhoc promotion.  But some circles are interpreted as adhoc promotion and issued orders for 11 months promotion. (after 11 months are they to revert?) . But the true spirit of the order is promotion is to be given and not treated as regular and on after completion of required service of 5 years (for PM gr-I) may be treated as regular.

POSTMASTER GRADE Promotion issue A.P CIRCLE NEWS  :-  The  One time relaxation for  Promotion to PM cadres is under quick process.  As per reliable source of information it would  be settled with in 10 days.  Regular plus adhoc  promotions would be issued  simultaneously.  There is a demand from Postmaster cadre especially from Grade-I to represent dept for implement cadre restructure first. Later take up one time relaxation that will be more beneficial to the Postmasters as well as the dept. to fulfill the relaxation condition. No LDCE-2011 Grde-I  official would get benefit through this one time relaxation except getting chance to adhoc. 

Get ready to bear   new  Service Tax: -
SPEED POST CHARGES ARE INCREASING FROM 01ST  June 2016:  Imposing another TAX (krishi Kalyan Cess) ;
Service Tax =  S.T (14%)  + S.B (swatch bharat cess 0.5%) +  KKC (0.5%)   =  15 %
The proceeds of Krishi Kalyan Cess would be exclusively used for financing initiatives relating to improvement of agriculture and welfare of farmers. The Cess will come into force with effect from 1st June 2016.   Budget 2016 as proposed to impose a Cess, called the Krishi Kalyan Cess, @ 0.5% on all taxable services. The new effective service tax could henceforth be 15%.   While presenting the Budget 2015, the FM had increased the Service Tax Rate from 12.36% to 14%.  This new rate of Service Tax @ 14% was applicable from 1st June 2015. Moreover from 15th Nov 2015, Swachh Bharat Cess @ 0.5% also got applicable. Therefore the effective rate of Service Tax is currently at 14.5% with effect from 15th Nov 2015. It seems, the rate is slowly being increased to bring service tax closer to the expected goods and services tax (GST) rate of 17-18%. 
TDS (tax deducted at source) for  Small Savings Agents reduced from 10% to  5%  :
India’s tax deducted at sources (TDS) system, a move that will help cut taxes for small taxpayers, employees, contractors and commission agents.
“To improve the cash flow position of small taxpayers who get their funds blocked due to current TDS provision, I propose to rationalise TDS provisions for Income Tax,” Jaitley , The finance Minister of India said.
This is in line with the recommendations made by RV Easwar-headed panel.  
TDS on payment in respect of life insurance policies has been reduced from 2% to 1%. TDS on payments in respect of NSS (National Service Scheme) deposits has been reduced from 20% to 10%, insurance commission will also now have a TDS of 5% from existing 10%. TDS on commission or brokerage has been reduced from 10% to 5%. In case, one has income in respect of units and on payments of compensation on acquisition of capital assets, TDS will been omitted from June 1, 2016.

There has also been a revision in thresholds. The threshold applicable for TDS in Employees Provident Fund (EPF) has been increased to Rs 50,000 from Rs 30,000. Similarly the TDS threshold for winning in horse race has been increased from Rs 5,000 to Rs 10,000. TDS will also be applicable on payment to contractors where the aggregate annual limit is of Rs 1,00,000 against the current Rs 75,000. Similarly, the TDS threshold on payment of compensation on acquistion of a certain immovable property has increased from Rs 2,00,000 to Rs 2,50,000; on sale of lottery tickets from Rs 1,000 to Rs 15,000 and on commission or brokerage from Rs 5,000 to Rs 15,000. The threshold has been reduced in case of insurance commission from Rs 20,000 to Rs 15,000.//budget 2016-17 news//
FINACLE  fines to  MPKBY agents:-
Dop  finacle  accessing slow and some menus are disabling by the infosis team.  Due to this counter PA transactions are not in a position to verify by the Supervisors.  Especially  HAGTXP menu for Agent Bulk List option is not working properly for months together.  Instead of solving this new methods are imposing.  One of the issue is when Finacle is down are not acceptable through HAGTXP . As per BCP orders Postmasters should accept bulk Lists and amount is to kept under OUT  OF ACCOUNT.  At the time of month ending periods agents are submitting many Lists and even  a single handed  post office is in a position to collect  Lakhs of amount  through these Lists ( each List with Rs.20000/- max.) .  For big  with  high security  Post offices it is O.K.  But for single, double , LSG , Gr-I offices  keeping such huge amounts under Out of account is not suggest able. And how many days it will take place to settle this out of account amount is also not clear. Rather than Keeping the amounts under Out of Account finacle team think about to credit the amount under  RD on same date of acceptance of LIST with a note  that Rs….. amount pending for Posting.  Later this will be cleared by putting Value Date clause when HAGTXP menu is enabled.

IS CADRE RESTRUCTURING IS REALLY A BOON TO  POSTAL STAFF ??

Need for cadre restructuring to the  Postal Staff   under Group - C:-

At present the promotional channel for P.A cadre to LSG is  not beneficial .  The PAs are getting promotion to Grade pay of Rs2800/- (LSG grade pay) even though they are drawing pay in grade pay Rs.4200 /- and above. The so called promotion is granted with a note that those who are drawing more G.pay of Rs.2800/- no need to fixation of pay.  This seems to be a paper promotion and most of them are declining this promotion at the edge of their retirement.  Similarly HSG-II and HSG-I promotions.  Hence this cadre may be restructured.
The Position of  LSG, HSG-II and HSG-I  Posts of  A.P circle as on 25.02.2008 is follows.

Present status:  The Ministry of Finance has been approved the Cadre restructuring and implementation by the department.
The Salient features of the agreement are as follows :

1. Number of LSG posts will increase from 8 % to 22 %

2. Number of HSG II posts will increase from 2 % to 12 %

3. Number of HSG I posts will increase from 1.5 % to 4 %

4. After completion of 2 years in HSG I the official will be promoted to 4800 GP (Non-functional Basis)

5. The above proposal will be applicable to RMS, Circle Office and SBCO in the same ratio

6. Postman/Mail guard will get the same ratio of promotion.

1. The Post of SPM in Single and Double Handed Post offices will be placed under 2800/- Grade Pay ie All LSG and I MACP officials would man the offices.

2. The Post of SPM in Triple Handed and LSG Post offices will be placed under 4200/- Grade Pay ie All present HSG II / MACP II officials would man the offices and Posts.

3. The Post of HSG I and HSG II would be merged and placed under Grade Pay of 4600/- and be granted 4800/- on non functional basis after 4 Years.

4. The Post of Existing Postmaster Cadre officials will be modified in light of the same on approval of the Cadre Restructuring...

The Present Postmaster Grade -I Offices are likely to be placed under the Grade Pay of 4200/-

The Grade I Posts are likely to get ungraded to Grade II , creating wide opportunity for the Postmaster Cadre Official to get promoted to Grade II and Placed within the same division.

The Present Grade II offices are likely to be placed under 4600/- Grade Pay creating more number of offices for HSG I and II officials.

The Norms of the Postmaster Grade III Offices would be modified so as to identify 1/3rd of the merged HSG I and II for Postmaster Grade III.

Promotion is not meant for seniority cum fitness,  at the same time the cadre should be strengthened by increasing the  LDCE cadre i.e Postmaster cadre to face the present technological and banking challenges.  

** On after implementation single /double handed office should be filled by PAs with 10 years of service (MACP-I) /  Postmater Grade-I officials by granting G.Pay Rs.2800/-.

** The Post of Triple handed/ LSG (present) / Postmaster Gr-I upgraded  to G.Pay of Rs.4200/-. All HSG-II /MACP-II / Postmater Grade-II officials will be filled.

** Present HSG-II & HSG-I posts are merged. Similarly PM Grade-II and PM Grade-III posts are merged to grant G.Pay Rs.4600/-  Their G.Pay after 4 years will be Rs.4800/-

It is clear that the cadre is Restructured by :-

1)   Increasing the Number of  Posts so that the promotional channel is widen.
2)   Providing opportunity to work in same divisions.
3)   Maintaining balance in promotion through seniority and LDCE .
4)   Giving more financial strength to the cadres.
5)   The irregularity in LSG promotions rectification.
6)   Full utilization of Human resources.
7)   Removal of work burden on  juniors.
8)   More pay more responsibility
9)   Quick Promotions.
10.Scope for occupancy of posts on promotion.

Date of Implementation:- This will be announced by the Department through O.M. for  effective date.

Postmaster Grade-III &  PM grade – II   Promotion issue : : Process started at C.O: Hyderabad :

Sri D.S.K.Prasad, circle secretary , AIAPS (gl)  enquired the Present process of  promotion to the PM cadre on one time relaxation measure.  And it was stated that the Process is started and  it will complete before first week of June-2016. The circle secretary requested to complete the process early so that the schools reopens in June.
