Pension of Pre-2006 Pensioners enhanced as per revised Concordance Table :-

Nine pre-revised scales were merged into one Post-2006 Pay band of Rs. 15,600-39,100. Consequently, after revision of pension as per 6CPC recommendations in 2008, a pensioner who retired in (comparatively) lower pre-revised pay scale of Rs.9000-275-9550 (S-17) and a pensioner who retired in (comparatively) higher pre-revised pay scale of Rs.12,000-375-18,000 (S-23) were fixed with same amount of post-2006 revised pension.
To illustrate, this enhanced pension, a pensioner who retired from the pre-1996 (w.e.f 1986) pay scale of Rs.3700-125-4950-150-5700 (S-23) was fixed with post-2006 revised pension of Rs.11,600 as per OM dated 01.09.2008. Now, as per revised concordance Table in OM dated 28.01.2013, the same pensioner would be fixed with a revised enhanced pension of Rs.14,960. The differential enhanced pension in this case would Rs.3360.

Wonderful  order – no use to  Postmasters (GR-I)  (with MACP-I)

Many eyes of  Postmaster Gr-I  (after MACP-I PAs) are waiting  regarding grant of one increment on fixation of pay on promotion to post carrying the same grade pay.  Now  I shall try to clarify the same by giving the following illustration :
  As per Revised pay band & grade pays table of  VI CPC the following scales have been merged.
5000-150-8000 ,  5500-175-9000 ,   6500-200-6900 and granted same Grade Pay Rs. 4200 (9300-34800)
Let  “ X” working as Tax Asst in pay scale 5000-150-8000 (feeder post)  with pay Rs. 5600 as on 01.01.2006. He succeeded  Inspector  (of Income tax)  exam  with pay scale 6500-200-6900 on   06.06.2006 (this is promotion post).  His date of next increment is    January.  He opted to take promotion after getting next increment   i.e on 01.01.2007.   The fixation is like this:

Fixation of  New scales as per VI CPC  on 01.01.2007 :  6500*1.86 +4200   =   Rs. 16290 ( G.Pay 4200)

This seems to be correct for pay fixation point .  But he is working in  feeder and promotion posts with  identical  grade pay of Rs 4200/- Hence  NO  fixation allowed on his promotion.  His pay is straight away fixed from 01.01.2006 on Rs. 5600 may be regulated as:-
Viz.,   on  01.01.2006  :   5600*1.086 +4200 = Rs. 14620
                                                        01.07.2006 :   Rs. 15060    
                                                            01.07.2007  :   Rs. 15520
                This is the anomaly  even promotion with same grade pay no fixation.  Hence this was corrected by the recent O.M  -  granting one increment on promotion to post carrying same grade pay with more responsibility.   As per above case  Mr.  “X” will get one increment on his promotion on 06.06.2006.  His pay as on 01.07.2007  (on option to take after increment on july)would be
01.07.2006 :  15060+ 460 =  15520
01.07.2007:    Rs.        15990      (Hence he got one increment benefit).
But such a situation does not arise  in the case of  P.As  pay scales (pre revised) and no merging.  PA scale 4000-100-6000 is the feeder post  to   PMGR-I post.  Hence  this  O.M. is not applicable to the Postmaster Gr-I working in same grade pay of 2800 (previously granted MACP-I with Rs. 2800).  Some MACP-II (G. pay 4200) and MACP-III ( G.Pay  Rs. 4600) also working in PMGr-I posts.  It leads to another anomaly  like promotion post carrying with higher grade pay .

Fixation of pay on promotion to a post carrying higher duties and responsibilities but carrying the same grade pay.

Many  of  MACP-I , P.As (G.Pay Rs. 2800)  got  promoted to  Postmaster grade-I ( G.Pay Rs.2800)  with out scale benefit & fixation of pay.  Before 01.01.2006 no such cadre of  P.M. Gr-I.  Identical pay scales question does not arise .  If feeder cadre is taken as PA (G.pay Rs.2400) pay fixation will be done after promotion as PMGr-I  ( G.pay 2800) ( 3% on old pay + diff of grade pay).  If  MACP-I is taken as feeder cadre is above O.M is applicable to them ? .  There is a little confusion in this O.M.  Obtaining   clear clarification from  pay & accounts  experts for applicability to  PM Gr-I officials with  post carrying identical scales of pay and grade pay after promotion  ?  Reply will be posted soon.

Now, get stamps with your photo


            Mahatma Gandhi and Jawaharlal Nehru are among the greats whose portraits are used on stamps by India Post. But now, your picture could also be a stamp on the letter you send to your dear ones. India Post will introduce ‘the facility of converting personal photographs’ as legally valid stamps in Chennai in a couple of weeks.
            The personalized stamp will have two parts — the currency part and the photograph  detachable from each other.
You can choose these backgrounds: zodiac signs, flowers, Taj Mahal, Panchatantra tales, trains, wildlife and Aeroplaneses.
    You may submit your photo or get photographed at the post office at no extra cost. You get a set of 12 stamps of Rs 5 denomination for Rs 300, but after police verification that may take a week. This is the latest measure India Post has taken to survive in a world of instant messages. This scheme called ‘My Stamp’ allows photographs to be printed on five-rupee stamps.

            The concept, which has been popular in the USA, Australia, New Zealand and Singapore, was launched in the country during the World Philatelic Exhibition in 2011 in Delhi. ‘My Stamp’ was earlier introduced in Maharashtra, Bihar, Gujarat and UP, but not many know about it. In Chennai, select post offices will offer ‘My Stamp’ in a fortnight. While the idea of one’s own photograph as stamp has excited many,
some feel it would take away the sanctity of a postal stamp.    But the younger lot is happy to look stamp on cover of birthy day invite.  This is the latest measure India Post has taken to survive in a world of instant.
