POSTAL  “KABALI” 
The Department of Posts will bring out a ‘Special Carried Cover’ to mark the special aircraft that will fly fans from Bengaluru to Chennai on July 22 viz the day of Kabali movie release. The Karnataka Postal Circle and Chennai City Region of the department have joined hands with Air Asia for the initiative. The Special Covers, which are usually described as ‘Philatelists’ delight’, from the Postmaster General Bengaluru will be addressed to the Postmaster General Chennai City Region. They will bear the postmarks of Bengaluru and Chennai airport post offices.
Whenever a new flight is launched, some special covers are also transported on it and they have their own philatelic value. The Air Asia aircraft is the first cine flight in the country flying exclusively between Bengaluru and Chennai to help fans watch the first day, morning show. That makes the carried cover more memorable. The limited edition of these covers on the special flight on July 22 will be subsequently available for sale at Philatelic Bureau Bengaluru GPO and Anna Road Head Post Office, Chennai.(This article was published on the hindu, July 20, 2016)

Circle bifurcation issue  promotions  for circle cadre posts  assumed to be Kept in abeyance : Hyderabad circle office started process for distribution of circle level posts to A.P circle and newly formed Telangana Circle. One time option for Circle level posts holding officials is called for. The entire process for allotment of circle level posts should be completed by the end of this month.  For P.A cadre ( non circle level establishment ) options are not required.  If the officials opt transfer they have to apply for  Rule-38 interstate transfers. All DPC process for circle cadre is assumed to be kept in abeyance and will take up after forming  new gradation list of the cadre afresh.  The pending issues are conveyance of DPC for Hsg-I,Hsg-II, LSG, PM gr-II / Gr-III and one time measure promotions to postmaster cadre etc., and the main issue of cadre restructuring.

C.O, Hyderabad – Latest update on Postmaster Promotion issues :-

There is no progress on the DPC for promotions on  regular as well as one time measure issues as on today.  Even 2-months elapsed on  issue of orders from directorate the process not completed for this cadre. The circle bifurcation issue  makes further confusion either to convene DPC  or not. Let us wait for few days to get  final result.

Department of  Posts ready to deliver  Krishna pushkar Jal to the devotees   on  paying Rs.30/- per bottle.  The bookings will be carried out through  any B.O/ S.O/ HO under A.P/Telanagana Circles.  Customers can book the order through  on line (AP post website) also.  Each divisions are roughly allotted targets of  10000/- bottles  and  Postal staff are ready to start the bookings .  Previously Postal department offered GOD-JAL (Godavari JAl sale) to the customers and  got good response from customers.

7TH PAY COMMISSION SALARY TO BE PAID FROM AUGUST :

The cabinet approved the new pay scales for central government employees on June 29 after considering report of the 7th Pay Commission, led by Justice A K Mathur.

“Central government employees could get the revised pay from their August salaries and arrears are to be paid ahead of festival season of Dussehra,” sources close to officials working on the implementation of the 7th Pay Commission report said.

However, all existing allowances to be paid as per the existing rates in existing pay structure, as government referred all allowances including HRA, transport allowance to a committee headed by Finance Secretary for examination of the 7th Pay Commission recommendations on its. The committee shall submit its report within four months. he added.

Shiv Gopal Misra, Convenor, National Joint Council Of Action (NJCA) said that the minimum pay recommended by 7th Pay Commission was not acceptable to the central government employees and hopes that the high level committee, which government will set up to look into raising minimum salary, would do the needful in this regard in stipulated time frame i.e. four months.

Mishra also confirmed from the Finance Ministry that the notification on 7th Pay Commission recommendations is under process and it will be issued shortly, payment may be made from August salary.
The NJCA is an umbrella organisation of various Central Government employees’ unions, including Railways, post and telegraph, defence, Income Tax and other central government unions.

“The notification of 7h Pay Commission recommendations will be issued shortly, so we hopefully say that central government employees will get the increased salaries under the new pay matrix from August,” a source close to the developments told The Sen Times.

Finance Minister Arun Jaitly is also very much ready to issue the notification in this regard shortly, he added.

PROMOTION ISSUES DUE TO FORMATION OF  “TELANGANA” CIRCLE  :-All   DPCs  for Promotions may  have a chance to held up due to  bifurcation of  A.P Circle. Now A.P circle  is under the process for conduction of  DPCs for promotion to the cadre of PS Gr-B, LSG, HSG-I, HSG-II, Postmaster Grade-II , Postmaster Grade-III and One time measure promotions of   Postmaster grade II/III.  The Circle bifurcation order came into force from 01.07.2016.  Hence conduction of DPCs for these promotions comes under doubt?? and leads some  legal issues. Even the directorate not ordered to stop the running process of DPCs.

STRIKE IS DEFERRED, BUT THE STRUGGLE SHALL CONTINUE

Finally, the united struggle of 33 lakhs Central Government Employees under the banner of National Joint Council of Action (NJCA) comprising Railways, Defence and Confederation has compelled the totally negative and unwilling NDA Government to negotiate with the staff side leaders. Hon’ble Prime Minister has intervened and directed three Cabinet Minsters viz. Home Minister Shri Rajnath Singh, Finance Minister Shri Arun Jaitly and Railway Minister Shri Suresh Prabhu to hold discussion with the NJCA Leaders on 30th June 2016. After discussing the demands raised in the Charter of demands, the Ministers assured that a high level committee will be constituted to consider the demands raised by NJCA especially the demand for improving the minimum wage and fitment formula.

As no written communication or minutes regarding the assurances given by Group of Ministers is forthcoming, the NJCA met again and 6th July and decided to go ahead with the strike decision. Again Home Minister Shri Rajnath Singh called the NJCA leaders for discussion on 6thJuly and reiterated the assurances already given on 30th June and stated that the Finance Minister will issue a press statement on 6th July itself confirming the assurances given by the Group of Ministers. It was further assured by the Minister that the proposed High level committee will submit its recommendations to Government within a time frame.

Accordingly, the Government issued the press statement and after detailed deliberations the NJCA unanimously decided to defer the indefinite strike till the committee finalizes its report. The press statement of the NJCA and the Government are attached.
