HIKED TO 0.5 Crore (50 lakhs) :

Governance Day, Telecom Minister Ravi Shankar Prasad today announced that the
limit of postal life insurance (PLI) has been raised from Rs 20 lakh to Rs 50 lakh,
besides launching one-month rental-free MTNL broadband and landline combo plans
on new bookings.

RELAXATION OF PROMOTION RULES

Many of the supervisory posts are being managed by senior
most officials in Post offices due to non filling of HSG-II, HSG-I, PM-Gr-II
& Gr-III . This is happening due to non availability of
this cadre officials due to service period for promotions is more years .
For Postmster Grade-II promotion requires from Postmater Gr-I officials with 6- years of service.
Similarly other categories . But department is switching to CBS , e-commerce
and technological developments. Supervisor plays key role for this works. Department thinking to relax one time
measure for the promotions to this

Use of Postal Stamps as RTI Application Fee: CIC's recommendation to DoPT : Give “New Year Gift” to citizens by permitting and publicising the use of ordinary Postal Stamps for payment of RTI fee: CIC’s recommendation to Department of Personnel and Training. Central Information Commissioner Prof. M. Sridhar Acharyulu has strongly recommended the use of postal stamps as RTI application fee. While disposing off a petition, he observed, “The Commission strongly recommends Department of Personnel and Training to adopt the one year old proposal of the Department of Posts, which is very user-friendly and avail the opportunity of giving New Year Gift to the citizen by permitting and publicising the use of ordinary Postal Stamps for payment of RTI fee, as this would go a long way in setting out the practical regime of right to information for citizens to secure access to information. Accepting postal stamps for RTI fee would resolve many difficulties in payment, besides preventing wastage of public money in returning or rejecting the IPOs or spending much larger amounts than Rs 10, for realizing Rs 10, and avoidable litigation.”

7th Pay commission recommendations will decide the
retirement age issues:- Present No Decrease or Increase in Retirement Age – Centre
clarifies.
The Centre has
clarified in the Parliament that there are no plans to reduce the retirement
age for Central Government employees. The Minister Dr. Jitendra Singh had said
this via a written reply to a query in Rajya Sabha yesterday. The Minister has already clarified that there
are no plans to increase the retirement age to 62 in Rajya Sabha on 11th
December 2014. This puts to rest speculations
that had been making the rounds for a number of weeks now. The Minister also presented the details of the
money spent as payment for the Central Government employees. According to his
reply, Rs. 85,963.5 crores was spent in 2010-11; Rs.92,264.88 was spent in
2011-12; and Rs. 1,04,759.71 was spent in 2012-2013 for payments to employees
of various Central Government organizations running all over the country.
To the question
raised by Mr. Sardar Sukhdev Singh Dhindsa, Dr. T. Subbarami Reddy and Mrs.
Ambika Soni, Minister Dr. Jitendra Singh said that as per the recommendations
of the 5th Pay Commission in 1997, the retirement age of Central Government
employees was raised from 58 to 60. The Pay Commission has the power to recommend
an increase or decrease in the retirement age for Central Government employees. Will the 7th Pay Commission make
any recommendation in this regard?

A New account named : “SUKANYA SAMRIDDHI ACCOUNT “ for Girl Child started:-
NEW DELHI: The
government has notified 'Sukanya Samriddhi Account', a new small savings
instrument for the girl child that could be operated by her after the age of
10. Finance Minister Arun Jaitley had announced the scheme in his budget
speech in July. The account can be
opened and operated by the natural or legal guardian of a girl child till she
attains the age of 10, after which she can herself operate it but deposits in
the account may be made by the guardian or any other person or
authority. The account could be opened in a post office or a public sector bank. A
depositor may open and operate only one account in the name of a girl child
under these rules after furnishing birth certificate of the girl child along
with other documents relating to identity and residence proof of the
depositor. Natural or
legal guardian of a girl child will be allowed to open accounts for two girl
children only except if the depositor has twin girls as second birth or if the
first birth itself results into three girl children. The government will notify interest rate on
this scheme every year. The account may be opened with an initial deposit of Rs
1,000 and the reafter any amount in multiples of Rs 100 may be deposited,
subject to the condition that a minimum ofRs 1,000 will be deposited in a
financial year but the total money deposited in an account on a single occasion
or on multiple occasions shall not exceed Rs 150,000 in a financial
year. Deposits may be made till
completion of 14 years from the date of opening of the account, the
notification said. The account shall mature on completion of 21
years from the date of opening of the account or if the girl gets married
before that. Withdrawals up to 50% will be allowed prior to
maturity for high education and marriage.
From this
available data we can conclude that:-
- This is just like PPF with extended
benefits.
- But silent about income tax 80 C
exemptions
- Rate of interest is not clear.
- Definitely which is a long plan .
- Only 50% withdrawal facility available.( No. of
withdrawals not clear)
- Final Withdrawal allowed after 18 years if the girl gets married
(or) 21 years from deposit date.
- Maturity of account is only after
marriage of girl and the deposits
can be made by natural (or) legal guardian . The deposited amount can not be useful./ withdraw by the depositors.
- Claim procedure not clear : If depositor (natural or legal guardian) pre deceases is the deposit amount shall retain for 21 years ? . 9. Exact benefit of the scheme is not clear.

News on Retirement age reduction from 60 years to
58 years :-
News
are spread out on the issue of retirement age . Some state Governments are
raising the age of the state employees on par with central govt. employees @60
Years. Some state govt. are taking political decisions to increase retirement age
from 58 to 60 years keeping the employees vote bank. But they failed to cast
votes in their favour. Recently cut off age
limit of Civil Service exam has
been revised. Age limit and number of attempts reduced. In a move that
would help curb the relentless increase in the Centre’s non-Plan spending and
ease the way for infusion of more young blood and professionalism into the
country’s largely moribund bureaucracy, the Narendra Modi government is
planning to reduce the retirement age of central government employees from the
present 60 to 58. The move that comes at a time when the Seventh Pay Commission
is mulling another sharp boost to the pay structure of the Centre’s
5-million-strong workforce is also aimed at creating the requisite space for
lateral entry of technically qualified professionals into the government,
official sources told FE.
The retirement
age was last revised in 1998, when the then NDA government led by Atal Bihari
Vajpayee raised it from 58 to 60 years. The last UPA government had reportedly
considered enhancing the retirement age further to 62 just before the general
elections, but dropped the move. The
