Sheila Dikshit accepts 10,50,000 protest letters :

April 28 : Chief minister Sheila
Dikshit on Sunday accepted the 10,50,000 letters written to her by the Delhi
residents over inflated water and power bills following the protest of Aam
Aadmi Party (AAP) at Jantar Mantar here. Since
the chief minister agreed to accept 10,50,000 letters of protest to her written
by the people of Delhi
highlighting the inflated bills, the AAP activists called off their scheduled
march to her residence.

The United
States Post Office Department (USPOD) implemented postal zones for large cities
in 1943. The early 1960s a more organized system was needed, and on July 1,
1963, non-mandatory ZIP codes were announced for the entire country.
Simultaneously with the introduction of the ZIP code,two-letter state abbreviations were introduced. These are generally written with
both letters capitalized. The reason for the two-letter abbreviations is that
it was thought that a long city name coupled with a multi-letter state
abbreviation. (e.g. Mass. for

or Calif. for California ; Pa. ,Penn. , or Penna. for Pennsylvania ) would be too long for address
labels used on magazines when the ZIP code was added. Robert
Moon, an employee of the
post office, is considered the father of the ZIP code; he submitted his
proposal in 1944 while working as a postal
inspector. n 1967, these were
made mandatory for second- and third-class bulk mailers, and the system was soon adopted generally. The United
States Post Office used a cartoon character, whom it called Mr. ZIP, to promote use of the ZIP code. He was often
depicted with a legend such as "USE ZIP CODE" . ZIP codes are numbered with the first digit representing a certain group of U.S.
states, the second and third digits together representing a region in that group (or perhaps a large city) and the fourth and fifth digits representing a group of delivery addresses
within that region. The main town in a region (if applicable) often gets the
first ZIP codes for that region; afterward, the numerical order often follows
the alphabetical order.

Schedule for conducting LDCE for promotion to the cadre of Postmaster Grade-I for the year 2013 announced by the Directorate. vide letter no A-34012/4/2012-DE.dated 23.04.2013. The date of Examination is 30.06.2013(Sunday). The last date for receipt of applications from willing officials at their controlling units is 03.05.2013.

SANCHAY POST INTEREST POSTING PROCEDURE:-
Interest
posting procedure at Sanchay Post is simple and option is available. But HOs are sending Interest
Posting statements (hard copies) to SOs and
D.O s are fixing time for posting int. at SOs.
Some HOs are not supplying the Interest file to SOs. This is causing delay in
posting of interest manually in sanchapost and erroneous entries of interest in
some cases. Please ask HOs for supply of
interest file to upload Int .Posting at SO which is a few
minutes job,. The procedure for interest

I ALONG WITH SRI.
D.S.K.PRASAD,POSTMASTER GR-I, VIJAYANAGAR COLONY, HYDERABAD MET SRI.KRISHNAN,
GENERAL SECRETARY OF NFPE ON 19.04.13 REGARDING PROMOTION TO THE CADRE OF
GRADE-III. HE TOLD THAT THE GRADE-III
POSTS WERE FILLED THROUGH HSG-I OFFICIALS, WHICH THE DPC CONDUTED IN THE MONTH
OF MAY FIRST WEEK. WE RAISED THE SENIORITY AND FINANCIAL LOSS OF OFFICIALS WHO
ARE WORKING IN THE EXISTING GRADE –II.
HE REPLIED THAT YOU HAVE TO WAIT UPTO COMPLETION OF 5 YEARS IN THE
GRADE.
IT
IS LEARNT THAT THE UNIONS ARE NOT SUPPORTED TO THE POST MASTER CADRE. HENCE WE SHOULD WAKE UP WITH OURSELVES AND
FIGHT WITH ADMINISTRATION INDIVIDUVALLY.

On initial
constitution of various Grades of Postmasters vide Directorate lr
no:4-17/2008-SPB-II dated 22.11.2010, I opted for Postmaster Cadre and posted
as Postmaster Grade-II, ,
vide CPMG, Hyderabad memo no : ST/5-2(P)/Postmaster
Gr II/11 dated 16/18.05.2011. I got my
HSG-II promotion on and
worked in HSG-I post from on
adhoc arrangement till joining to the Postmaster Grade-II. Presently I am
working as Postmaster Gr-II with effect from . I
have completed 4 years and 8 month of service in the HSG II/Grade II cadre.
It is learnt
that HSG-I posts are being filled by HSG-II officials and process should be
completed by the first week of May 2013 by applying old recruitment rules. It is requested kindly consider my
candidature to the post of HSG-I,
since I am completed 3 years of
HSG-II/Gr-II service as on 01.01.2012.
Otherwise I may forego seniority and financial loss due to promotion of
juniors than me from HSG-II to HSG-I.
Hence

Initial constitution of the various Grades of Postmasters shall be done by inviting options/applications from the existing incumbents of LSG, HSG-II, HSG-I in the Post offices and PS Gr.B.
Accordingly, Department had completed the above process by inviting options from all the then HSG-II officials including those who are officiating in HSG-I Posts for Postmaster Grade-II. Vividly speaking, some of the then HSG-II officials opted for Postmaster Grade-II and the others remain in HSG-II (General Line). Thus, 100% opportunity given by the Department to the then HSG-II officials and now we are going to be promoted to HSG-I cadre by 30-04-2013 vide Directorate letter no.04-44/2012-SPB-II dated 18-04-2013. These newly promoted HSG-I officials should not be given an another opportunity to opt for Postmaster Grade-III. If given by the Department, the main sufferers are the existing Postmaster Grade-II officials . They never be promoted as Postmaster Grade-III in near future. It is time for the Postmaster Grade-II officials to wake up and protect their legitimate rights

up of GR III posts immediately.
Department is now keen in
implementing the old
recruitment rules of HSG I immediately to make the way to fill up the GR III
posts.
Financial loss to the senior officials was raised by the
staff side, it is assured that in case of any loss of seniority in case of any
Postmaster, that will be considered on representation.
As per the
departmental view Postmaster Cadre is a Sun rising cadre with bright future.
The Grade III posts
will be immediately created as and when the single eligible official will be
posted.
2. Adhoc promotion to GR I officials:
Eligible feeder
cadre officials can be posted in the postmaster Gr II on ad hoc basis. When asked about the circular on the issue,
issued by the Directorate on filling up of short term vacancies:
It is replied that
postmaster cadre officials should approach the concerned CPMG through forum
till the approval of the non federated association exclusively for postmaster
cadre officials.
The Postmaster cadre
officials are entered in this cadre on their own willingness as their future
promotion will be on the same hierarchy.
So the question of
appearing for the other cadre examination is not possible.
In lieu of that 100% Sr.
Postmaster cadre Posts will be earmarked for the Postmaster cadre officials.
6. All India Gradation list of postmaster is under
process and shortly orders will be issued for identified offices of Sr.
Postmaster at all India
level.
iv) Compliance
of the above procedure should be intimated to CHQ in Maharashtra
circle immediately to prepare a data base for reference.
