Legendary
actor Akkineni Nageswara Rao ( ANR), who is battling
with cancer, passed away here on Wednesday.
Born
on 20 September 1923, ANR began his acting career in 1941 in Telugu film
"Dharmapatni." In a career spanning 73 years, ANR has starred in more
than 250 films in various languages including Telugu, Tamil and Hindi. The
legendary actor has won prestigious awards including Dada Saheb Phalke, Padma
Shri, Padma Bhushan and Padma Vibushan
In
memory of the great ANR, I had the opportunity to talk with him several times.
Even though he is a great person he respects all. Good human being. He was a lovely man. He stated that the Postal department is one of the good
govt. organization still in service to the
people. While asked him to play as a
roll of “Postmaster” he replied with a big smile. He will be missed by all Telugu people
and millions of fans world wide.

Great anomaly to “Postmaster Cadre ” opted officials :- The postmaster
cadre opted officials are now in a position (Grade-II postmasters) as juniors even
though they are top seniors in the earlier gradation list of
HSG-II. Now they are working with G.Pay of Rs. 4200/- and their juniors are drawing G.Pay of
Rs. 4600/- and ready to drawn increment too in next July. The DPC
for PMGr-III has not been finalized
and general HSG line is going on. Due to
this junior most than Postmaster grade
opted are promoting quickly and drawing
more grade pay. The Postmaster cadre
opted officials are depriving state on this issues. There is a need to set
right the issue by the dept. and do natural justice to them. And all unions / associations should take up
the this issue.

: Deduction of CGHS contribution from Government Servant on change of
Grade Pay by virtue of promotion/MACP — clarification reg.
It has
been brought to our attention that the CGHS/DGHS guidelines regarding the
monthly subscription/contribution are
not being followed properly. It has been observed that in cases where pay of aGovernment employee is revised from a retrospective date
consequent upon grant of MACP etc., CGHS contributionare
also being recovered from the retrospective effect.
In this
connection, attention is drawn to the clarification given by Ministry Ministry
of Health & Family Welfare vide letter No.S11030/55/2011-CGHS(P) dated
26/10/2012 wherein it has been made clear that in cases where pay of a Govt.
employee is revised from a retrospective date, resulting in change of amount of
CGHS contribution payable,contribution at the higher slab rate may be
recovered only from the date of issue of the order and not the datefrom which the pay is being effected. A copy of the said
clarification is enclosed.
All
offices of CPWID/PWD are requested to comply the aforesaid instructions
strictly.

CGHS: Hospitals likely to stop cashless treatment
Central government employees getting
health treatment at specialty hospitals under Central Government Health Service
(CGHS) might not be able to avail the health services under the scheme after a
few months as AP Specialty Hospitals Association (ASHA) announced here in a
press conference that they might stop cashless treatment as they are not getting
reimbursed on time under the CGHS.
Bhaskar Rao, president, ASHA
pointed out that the tariffs under the CGHS does not match with the actual
expenses incurred by the hospitals which is posing a problem. “Last time
tariffs for different treatments were fixed in 2002 without any
scientific basis. In the last 10 years, the prices of all other
commodities have gone up but not the tariffs of the CGHS,” he said. He added
that though the rates were revised in 2010, some rates increased by 10-20 per
cent and some were dropped by the same percentage. Members of ASHA and and Association of
Healthcare Providers (India )
(AHPI) discussed the course of action that need to be taken regarding the issue
here today.
President of ASHA also mentioned that in the State alone,
amounts around Rs 40 crore need to be paid to hospitals under the CGHS scheme,
though the payments are supposed to be made within 10 days after a patient is
treated. Devi Shetty, founder, AHPI questioned “half the patients we treat are
under the CGHS. If we don’t get paid for the same for a period of one year, how
can we pay salaries to our staff and run a hospital”.// By Express News

The US Postal Service is testing Mobile
Point-of-Sale (mPOS) Technology:-
The Postal Service is going mobile. They tested a new point-of-sale technology
over the busy holiday season and they say they processed more than a 100,000
transactions. Postal workers can scan and accept prepaid packages or sell
stamps and other products before customers ever make it to the counter. The goal is to cut down on the time customers
spend waiting in line for most routine transactions. The
new technology is called Mobile
Point of Sale (mPOS), and uses a modified iPod Touch and portable printer to
"scan and accept prepaid packages, scan package pickups as delivered, or
sell stamps, ReadyPost and other retail products." It'll also spit out
Priority Mail flat-rate postage.

close to the Central Government Employees Federations told that Merger of 50% DA will soon be considered by Central
Government before the budget session of Parliament in February
2014. According to the sources, the central government is likely to consider
the central government employees demand for merging
of 50 % DA, for the reason that the DA will be crossing 100% level after
January 2014.
The rate of dearness allowance to be paid to govt servants has been
increasing consistently due to the rise in the prices of essential commodities for the past
two years. In 2011 the rate of DA was at 50 % level. Since then
all the Federation demanded the central government to
merge the 50 Percent DA with basic Pay. But the government did not accept this demand to merge
the DA with basis pay, as it was not recommended by sixth CPC.
The
demand would be considered in view of parliament elections
But
federations kept on demanding the
government that raising dearness allowance alone will not help to compensate the
alarming rate of price rice. So they urged the
government to consider their
demand favorably. It is believed that after the defeat in the election of four
state legislative councils, the UPA government has decided to reconsider about
its decision on the issues which directly affects the common public. The high
command of the ruling party thought that the reason for their defeat in the
state election is mainly because of their government failed to contain the
price rise. The gap between common public and UPA government has been
considerably increased. To correct these failures the UPA government decides to
do something to attract the voters.
After announcing the government’s proposal
to constitute the 7th pay commission, the community of central government
employees has been convinced to have soft view on this government. Further the
50 lakh central government employees would be made happy if the 50% DA is
merged with Basic Pay. It is told that , as the central government staff
association and federations demanding it very seriously, in case the government
decides go with this demand, there will be around one crore voters will be in favour of UPA government.
So the governmentmay consider the
demand of merging of 50% DA with basic Pay in view of forthcoming Parliament
elections.

CBI news:-
CBI caught O.S and one P.A in accepting a bribe in AP circle.
The
Central Bureau of Investigation has arrested an Office Superintendent and a
Postal Assistant both of Postal Department, Bhodan, Distt. Nizamabad(Andhra
Pradesh) for demanding & accepting a bribe of Rs. 15,000/- from the
complainant. A case was registered U/s 120 B & 7 of Prevention of
Corruption Act, 1988 against Postal Assistant and Office Superintendent both of
Department of Posts, Sub office, Bhodan, Nizamabad District (Andhra Pradesh) on
the allegations of demanding illegal gratification of Rs. 30,000/- from the
complainant for issue of employment order to his daughter who got selected to
the post of BPM, in Postal Department.
CBI laid a trap and the Postal Assistant, was caught red handed while demanding
& accepting bribe of Rs. 15,000/- as a Ist installment out of total amount
of Rs. 30,000/- from the complainant. During investigation, the Office Superintendent
was also arrested. Both the accused were produced before the Designated Court and were remanded to
judicial custody upto 17.01.2014. //cbi

Bank employees to go on 2-day strike from January 20:
Operations at all the public
sector banks (PSBs) and regional rural banks are likely to be affected for two
days from January 20 as the United Forum of Banks Unions (UFBU) has given a strike call,
demanding wage revision as well as the resolution of certain other issues. UFBU national convener M V Murali on Sunday
said the Centre and the Indian Banks Association have failed to settle the
14-month long pending demand of 32 per cent wage revision for about a million

the Process of revising the CGHS Rates:-
In a good news for lakhs of beneficiaries under the
Central Government Health Scheme (CGHS), the Government is in the process of
revising the rates of medical procedures offered by empanelled hospitals and
diagnostic centres and giving them early payment assurance to encourage more
medical institutions join the scheme. The Ministry of Health and Family Welfare
has floated e-tenders for empanelment of hospitals and decided that the rates
of various medical procedures would be fixed by an average of rates quoted in
e-tenders instead of the old system where the lowest quotation became the rate.
Rates of all medical procedure centres under CGHS would be revised by April
next year.
Not just that, the Government is also revising its policy
by providing empanelled hospitals assured upfront payment of 70 per cent of the
total bill within five days of its presentation and balance admissible amount
within a maximum period of 30 days. The direction for a 10 per cent
deduction in case of early/cash payment to hospitals under CGHS has also been

recognised federations has submitted a memorandum to Prime Minister Manmohan
Singh putting forth demands like extention of the age of superannuation of
Central Government employees to 62 years. Other demands of the federations
include scrapping of the new pension scheme, inclusion of departmental nominees
and federation leaders in the Seventh Pay Commission, merger of 50 per cent of

Expected Dearness Allowance (DA) from
January – 2014 will be 101
% ( 11% hike) :
Expected DA from Jan 2014 -
Additional DA from Jan 2014 likely to hike by 11% . The one more and another additional Dearness allowance to Central
Government employees and Pensioners from Jan 2014 will be announced in the
middle of March 2014. This is too early and predict the enhancement in
percentage of Dearness allowance with effect from January 2014. The prediction
and announcement of this hike make us cool, that the additional DA will jump to
101 % and another word, an additional DA would be 11%.

Postal delivery truck driver won California Lottery worth nearly Rs.2000/- Crores
A delivery truck driver unaware for weeks that he was a new
multi-millionaire has come forward as the second winner of a huge Mega Millions
jackpot, California Lottery officials said. Steve Tran of Northern California
will split last month's $648 million jackpot — the second largest in U.S. history — with a Georgia woman who already claimed
her share. If he chooses a one-time payment, Tran will pocket $173.8 million
before taxes. According to the news release, Tran said he
added the winning ticket to a pile of other lottery tickets he had purchased in
other towns on his delivery route. The pile wound up, "just sitting in my
house, on top of my drawer,'" the release quoted Tran as saying. Tran's
family then went on vacation without checking the tickets. Tran told lottery
officials after he returned from vacation, he "woke up in the middle of
the night" and remembered: "I think I went to San Jose ." At 3
a.m. Monday, he checked his tickets and found the winner. Tran said he phoned his boss and left a
message that went something like this: "I'm really sorry boss. I hit the
jackpot. I don't think I'm going to come in today, tomorrow, or ever “ and

Post Office Switching to Three-Day delivery Schedule
New
Zealand Post is known as an innovative organization, offering a range of
services including travel insurance, travel SIM cards for mobile phones, and a
foreign currency exchange. In addition to expanding its lineup of services, the
Post announced that it will be reducing the number of days in which it delivers
mail to as little as three per week.
The
switch, expected to take place in June 2015, will prompt urban delivery to drop
to no less than three days per week while rural area delivery will decrease to
no less than five per week. Customers could still choose to have their mail
delivered up to six days per week for an extra courier fee. As
the world’s population continues to integrate additional electronic
communication alternatives into their lives, Post Offices are likely to seek
creative means to cater to their shifting demands.

The
Special Judge for CBI cases, Visakhapatnam has convicted Sri Nemana
Jagannadham, the then Sub Post Master, Bobbili Bazar Sub Post Office,
Bobbili, Vizianagaram District U/s. 420, 467, 468, 471, 477-A IPC and
Sec.13(1)(c)(d) r/w.13(2) of PC Act, 1988 and sentenced him to undergo three
years Rigorous Imprisonment with fine of Rs. 10,000/- in a fraud case.
It
was alleged that during the period 23.01.2006 to 24.09.2007, Sri N.
Jagannadham, the then Sub Post Master, Bobbili Bazar Sub Post Office, Bobbili
cheated the depositors and defrauded the Department of Posts to the tune of
Rs.12,38,242/-(approx). The accused fraudulently withdrew the deposits from
the accounts of the depositors by forging their signatures on withdrawal
vouchers and not accounting for the deposits in the accounts of the
depositors.

Major post office fraud :-
Chennai: The enforcement directorate has begun
prosecution proceedings in one of the biggest post office frauds reported in
the state where Rs 1.5 crore government money was gobbled up by five
employees of a post office in Dindigul district.
“We
have attached a property in Vedansandur village in Dindigul, worth over Rs 40
lakh, belonging to Shanmugham, father of Karthika, a woman employee of the
post office of the same village,” a enior officer from the enforcement directorate
told this newspaper on Thursday. The
fraud surfaced three years ago when it was found that all five employees,
including G. Varadarajan, Karthika and three others had colluded in siphoning
off Rs 1.5 crore from the government exchequer. They had manipulated the
recurring deposit accounts. “If you deposit Rs 500 every month as a recurring
deposit, the staff shows it as Rs 5,500 and supporting documents are also
created. At the time of withdrawal, the
genuine depositor is given only his due, the rest of the money goes into the
pockets of the employees,” explained the ED official when asked about the
modus operandi of the five employees who managed to swindle such a huge amount
while working in a post office in a small village.
Though
the CBI probed the case, they could not track the pattern in parking of the
illegal funds.

Postage increase 2014: USPS rate increase of stamps to 49
cents
December 30, 2013 : A postage increase for 2014
will soon go into effect through the U.S. Postal Service.MyFoxDC.com reported
Dec. 28 that the cost for a First Class stamp will go from 46 cents to 49 cents
effective Jan. 26. This change was announced on Christmas Eve after the Postal
Regulatory Commission voted to raise the price of USPS postage. The USPS rate increase for sending
letters, magazines, and packages by six percent is aimed to only be temporary,
according to the report. The rates are not expected to be permanent, ending in
less than two years. It is being implemented to help the Postal Service recover
from significant financial losses. Many, especially businesses, are against the
postage increase in 2014 since it is over the
above-inflation adjustment amount.
