THE CADRE RESTRUCTURING benefit to whom ??   :-

SINGLE/DOUBLE handed offices
Up gradation to  LSG (G.Pay 2800)
LSG
Up gradation to HSG-II (G.pay 4200)
HSG-II
Up gradation to HSG-I (G.Pay 4600)
No doubt some posts are created  . But selection to this posts are only on seniority basis. (LSG promotion with Gpay 2800). Same situation just now will repeat i.e those drawing more G.pay of Rs.2800/- only will promote  for this posts.  Overall benefit is nil.

Disadvantage: The LSG posts are circle level posts and ready to work  any where in the circle.


Present working LSG officials are drawing G.pay 4200/- or above even their LSG promotion G.pay is Rs.2800/- But this restructuring no use to them also. One problem will arise if all LSG posts are upgraded to HSG-II some HSG-II will vacant due to non available of  LSGs.
A few will get benefit.


Anomaly :-  This will lead grave  anomaly among  Postmaster cadre and General line LSG cadre. By granting G.pay 4200/- to LSG posts and not granting same to the Postmaster Gr-I  will  come under CAT issues (same cadre same pay)  and becomes more confusion.  When ever this  applicable to Postmasters cadre at least some benefit  come through this cadre restructuring to the postal officials. Viewing this,  reflecting as more number of posts are being upgraded (with less benefits to officials) . Let us wait for DOPT approval.
