Dear All
Today, Circle Working Committee (CWC), Delhi Circle arranged meeting cum welcome party for the newly joined AAOs of DOT & DOP Delhi during lunch hours in o/o GM(F) Postal, Civil Lines, Delhi 110054.
More than 100 officers participate in this meeting representing DOT/DOP Hq, CCA, GM Finance (DAP), CGCA and NICF etc.
Besides organisational issues, matters relating to holding of next All India Conference & other important Cadre related issues were discussed in the presence of All India leaders-Shri D R Yadav ji General Secretary & President-Shri Mahesh Kumar ji who also addressed the house and motivated all of us. CHQ Leadership also explained future action plan for betterment of IP&TAFS Cadre as well as strengthening of Association.
After resignation of previous working committee of delhi circle, Mr R C Kumar (CHQ Leader) was appointed as Election Observer for conducting election of new working committee.
Election was held unanimously and important portfolio were assigned to the following members :-

2) Circle Secretary Sh. Parveen Dagar, AAO, DoT Hq.

Sub: - Decentralization of Postal Accounts – Protest day on 27.02.2019 – Regarding.
Respected Sir,
I wish to bring to your kind notice the anguish of the employees of the Postal
Accounts over the decision to decentralize the Postal Accounts. It is very unfortunate
that such a decision which is having far reaching consequences on the structure of the
Postal Accounts and its functioning has been taken without taking the views of the Staff
Side into consideration. This Association is observing the protest day on 27.02.2019 to
bring to your kind notice the agitated feelings of the Postal Accounts Staff.
In the year 1987, when the use of technology was in the nascent stage, the Postal
Department has decided to deploy the Staff of the Postal Accounts to the field units. As
that experiment was not successful, it was withdrawn. Realizing fully well that the
centralized PAO set up can only effectively plug the financial loopholes; it has been
assured time and again that there will be no decentralization of the Postal Accounts.
I submit that, the Department has deployed the most modern IT tools and this
will obliterate the need for any physical deployment of personnel. The proximity of the
maker and checker will reduce the effectiveness of the checks and it will neither serve
the interest of the Department nor the Staff.
Hence, I earnestly request you to kindly reconsider the decision of deployment of
manpower from DAP to Head Office / Divisional Office for pre-check of all kind of
vouchers and concurrent audit in the post CSI scenario. I also request you to kindly
direct the concerned to initiate a dialogue with the Staff Side immediately.

Far from Reality:
These equivalence are far from reality.
Because if the pay scale were to be considered, defence officers get extra
Military Service Pay that makes them superior to their IPS and Civil
counterparts, which is clearly not the case.
Also, the time frame for promotion of IAS
officers were not reduced. This basically means that an IAS officer, after 14
years of service, would be granted the pay-scale of a Maj Gen, having 33 years
of service. While this does not mean that an IAS officer with 14 years of
service becomes equivalent in status to a Maj Gen, since only those IAS
officers in the super time scale who are empanelled and holding posts of Joint
Secy to Govt of India can be equated with a Maj Gen, still the monetary package
granted to IAS officers with 14 years of service would be the same as Major
Generals.
Also, since the Cabinet Secretary is the
highest civil servant of India, his status is higher than the General of Indian
Army.

The Correct
Equivalence – The Order of Precedence:
The correct
equivalence however, only virtually exists. The status of various officer
holders are given below in the decreasing order of precedence. And this defines
their status equivalence in All India Services. This means that person below

Conclusion:
It is very hard to define exact rank
equivalence of defence officers with their other counterparts as there are many
criterion to be considered. However, the one that should be followed is the
order of precedence that defines the status of the personnel in the order.
