Wonderful order – no use to Postmasters (GR-I) (with MACP-I)
Many eyes of Postmaster Gr-I (after MACP-I PAs) are waiting regarding grant of one increment on fixation of pay on promotion to post carrying the same grade pay. Now I shall try to clarify the same by giving the following illustration :
As per Revised pay band & grade pays table of VI CPC the following scales have been merged.
5000-150-8000 , 5500-175-9000 , 6500-200-6900 and granted same Grade Pay Rs. 4200 (9300-34800)
Let “ X” working as Tax Asst in pay scale 5000-150-8000 (feeder post) with pay Rs. 5600 as on 01.01.2006. He succeeded Inspector (of Income tax) exam with pay scale 6500-200-6900 on 06.06.2006 (this is promotion post). His date of next increment is January. He opted to take promotion after getting next increment i.e on 01.01.2007. The fixation is like this:

Fixation of New scales as per VI CPC on 01.01.2007 : 6500*1.86 +4200 = Rs. 16290 ( G.Pay 4200)

This seems to be correct for pay fixation point . But he is working in feeder and promotion posts with identical grade pay of Rs 4200/- Hence NO fixation allowed on his promotion. His pay is straight away fixed from 01.01.2006 on Rs. 5600 may be regulated as:-
Viz., on 01.01.2006 : 5600*1.086 +4200 = Rs. 14620
01.07.2006 : Rs. 15060
01.07.2007 : Rs. 15520
This is the anomaly even promotion with same grade pay no fixation. Hence this was corrected by the recent O.M - granting one increment on promotion to post carrying same grade pay with more responsibility. As per above case Mr. “X” will get one increment on his promotion on 06.06.2006. His pay as on 01.07.2007 (on option to take after increment on july)would be
01.07.2006 : 15060+ 460 = 15520
01.07.2007: Rs. 15990 (Hence he got one increment benefit).
But such a situation does not arise in the case of P.As pay scales (pre revised) and no merging. PA scale 4000-100-6000 is the feeder post to PMGR-I post. Hence this O.M. is not applicable to the Postmaster Gr-I working in same grade pay of 2800 (previously granted MACP-I with Rs. 2800). Some MACP-II (G. pay 4200) and MACP-III ( G.Pay Rs. 4600) also working in PMGr-I posts. It leads to another anomaly like promotion post carrying with higher grade pay .
